Lieutenant Budd entered naval service as a Midshipman at the United States Naval Academy, Annapolis, Md., graduating in 1943 with a Bachelor of Science degree. He was subsequently stationed aboard the USS Rich mond as a deck officer. In Oc: tober 1944, he was selected to enter flight training at Corpus Christi, Texas.
