The enemy bombers, if they come, will attempt to strike our industrial areas, where people have, of necessity, congre~. gated. If the Federal Government is to ex- pend many billions of dollars for the pur- pose of constructing underground shelters, it might be a good idea, before begin- ning the process, to study what can be done, with the same amount of cash, along the line of dispersing our key in- dustries. Many 6f the problems of modern life, which: means modern government, have developed as people have crowded into restricted areas. Nearly everybody agrees that family life would be improved if we could eliminate some conditions and it may be possible for the government: to | solve both problems by a well-planned dispersal of industria! plants and workers. If it is impractical, in view of the im- minence of the menace, to go into a large- seale dispersal of industry and people, it is necessary, in our opinion, for the Fed- eral Government to assume some of the burden in connection with providing Shelters for massed populations. In spending this huge sum for the benefit of urban dwellers, however, the Fedéral Government should not lose sight of the needs that exist in rural and small- town centers. Between one-third and one-half of the nation’s population re- sides in these small-town and rural areas } and they deserve equal attention with their compatriots who dwell in the marts of commerce and industry. In discussing this question, we do not overlook the faet that the city of New York, and other industrial areas, would be among the first targets of atomic bomb attacks.
