You accepted that budget, but cut an item of publicity in half, saying, “We must practice economy. I insist that budgets be cut.” I thought it was the “pioneer frugality” you spoke of at your inauguration. i tried unsuccessfully to see you later, but was finally able to see Frank Wright. At that time we diécussed the office of General Manager of Overseas Road and Toll Bridge District. At that time the name o* Brooks Bateman was ciscussed and I laid before Frank the basis of my objections; the first being that there were at least ten men in Monroe County,—the County responsible financial- ly for Overseas Road and Toll Bridge operation—who were as | well qualified to do the job. The other objection was a matter of record in the office of the Clerk of the Circuit Court of Mon- roe County and the State Road Department. Frank assured me and I believed him that the matter was closed. No out-of- county man would. be forced on us. In spite of Frank’s assurances to me, I learned that on August 5th, the day prior to our meeting, you talked personally on the phone with six of the Commission and requesied them to appoint Brooks Bateman as General Manager. You made no attempt to reach me to explain a broken promise and have yet made no justification of it. I returned to duty in Washington and when relieved. wired you for a Tallahassee appointment at your convenience. This was refused by wire although I had stated my reasons for wishing to see you. On my return to Key Wesi i laid my personal objection to the General Manager aside and cooperated to the fullest. Later three of the Commission came to me voluntarily and said that in their opinion extravagance, waste and perhaps ir- regularities in spending of public funds was going on in the administration of the District, particularly at the Pigeon Key Camp. This camp has always been used as a work base, admin- istration centre, and a spot for entertainment of persons whom the Commission felt could heip the District or the Keys,—Fed eral and State officials, publicity representatives, etc. Parties | there have always been lavish in food and I feel have done the | District a world of good publicity-wise. These facts are gener- ally known to the Commission and were pointed out. A Finance Committee was appointed by me to check into ali cial business of the district. . Liaison and contacts with higher boards will clear through the initiating Overseas Road and Toll Bridge Commission. All expenditures other than regular operating and maintenance items must be specifically approved by the Board. The Board is desirious of harmonious cooperation with its employees but feels that close liaison must be initiated to obtain these desired results. | OVERSEAS ROAD and TOLL BRIDGE COMMISSION | On January 9, 1950, the Commission was called to a meet- ing to pass hurriedly on the budget. After the Commission met | the attorney explained that Mr. Barber had called him and said | that you and the State Roed Department were “hurt” at such \ a letter and felt that Mr. Bateman was doing the District job well, and that you wishec the directive rescinded. Thereupon, | by a vote of five to two, Mr. Arnold and I upholding the original and free action, the Commission rescinded the direc- tive, less Item 4. In my opinion, the Overseas Road and Toll Bridge Com- mission has not only the right, but the duty of controlling the operations of the District and directing the General Manager in his duties and ‘expenditures. Notwithstanding, both you and the State Road Department have on two occasions “requested” some of the Commission to do your bidding and this the Commis- sion has chosen to do. I feel that such interference is highly improper. Under the circumstances I fail to see further reason for me wasting my time, energy and efforts on a politically-controlled Commission. My continued presence as a member of the Com- mission would be condoning the manner in which it functions.
