Smear tactics have reached a new high in ordinary political and Publicity proceedings, THOROUGH INVESTIGATION The question of national defense is being investigated by, the Armed Services Committee of thé House, Headed ‘by Rep- resentative Carl Vinson, of Géorgia, jwho has set out an agenda which should be re- assuring to the people of the United States. While the inquiry began as a result of charges of certain “irregularities”. in the.Air Force procurement, Mr. Vinson ‘points out that the investigation will go much, further, including a study of the basic assumptions upon which the present defense policies of this country rest. For example, the performance char- acteristics of the B-86 bomber will be looked into. The missions of the Air Force and the Navy, especially in connection with aviation, will be studied. The deci- sion to cancel the construction of a huge aircraft carrier will be tested. The wisdom of a concentration upon strategic bomb- ing and its relation to tactical aviation and the development of fighter: aircraft, will be within the scope of the investigation. We are glad to see that the Congres- sional committee plans such a comprehen- sive investigation. Certainly, the matters listed, above should be the subject of in- telligent inquiry. - Pity the poor rajahs—reform in vari- ous lands have reduced them to their last elephants. Ae eee | BASED ON THE ATOM BOMB The defense policy of the United States, it appears, is largely based upon the belief that possession of the atomic bomb gives us such a vast superiority over potential enemies that another conflict would be no fight. Despite this theory, however, Con- gress is being asked to provide nearly $16, 000,000,000 for national defense. At the same time, the members of Congress, unless there are a few execeptions, do: not know how many atomic bombs the nation has. With atomic warfare in mind there is a great urge to place preponderant reli- ance upon the terrific weapon which. must be delivered by planes and hence insist- ence upon aircraft as the prime war-power of the nation. We have no way of telling whether this is a correct conclusion, or not. Conse- quently, we think it would be wiser for the people of this country to insist upon the development of more than one type of offense and defense.
