THE ORACLE ITALY AND SPAIN OUT Apparently, most of the details of the North Atlantie Defense Pact been agreed upon by the nations di- inviting Italy ato the security association. While the Spaniards come within the scope of an Atlantic power, one doubts that inclusion of Spain would add to the over-all strength of the North Atlantic group. The present regime in Spain is definitely anti-democratic, according to American stanards, and there is nothing in recent history to indicate that the mili- , fey power of Spain is of consequence. ‘The argument advanced by some mili- tary experts for the inclusion of Spain and ttaly relates almost exclusively to the POhebility of acquiring valuable bases for military operations. The argument is that { we do not acquire the bases, the next "remy of the nation might use them. Ob- viensly, this is true, but. until the Span- jards and Italians are strong enough to protect their own soil and thus assure thé’ vafety of the bases, they will be open to the firet belligerent which has the power to take them.
