Mrs. Isabel Fleming, another board member, wanted to know the city manager placed before the Civil Service Board. The application from Butler is the only one before the board. Albert Roberts, local plumber, was then given the floor. Mr. Roberts said: “The peo- ple of Key West are highly in sulted by the appointment of Butler. Applications of quali- fied Key Westers were not placed before the Civil Service Board. This is a raw deal, and I will see it to the end if I have to mortgage my property. It seems to me that Mr. Spalding doesn’t want to appoint any Key Westers.” Monroe County Commissioner Clarence Higgs then addressed the board and the audience that had gathered Mr. Higgs said: “Five applications have been sub- mitted to the city manager. These two men here (pointing to Gerard S. Daniels and Ralph Russell) have never been questioned. I don’t call that justice. I am going to present this matter before the City Commissioners.” Spalding Speaks As Citizen Higgs then took a “rap” at City Manager Spalding by saying that when the present Monroe County Beach was being considered. the Board of County Commissioners received a bid from a West Palm Beach engineering firm, but in- stead gave the engineering work to Spalding, Harvey and’ Asso- ciates, because they were a local were never firm. Now, the commissioner said, Spalding wants to waive the law and hire an_ outsider Higgs said the last remarks in a strong, angry tone. City Manager Spalding then asked the board to hear him first as an individual and then as city manager. As a citizen, Spalding ex- plained that the firm of Spald- ing, Harvey & Associates made little out of the beach job for the work expended. He added that the engineering firm of Spalding, Harvey and Associ- ates is not seeking any business whatsoever at the present time. As city manager, Spalding gave his reasons for appointing Butler.
