The. economic greirts ave somewhat amazed at the failute of stock price levels to duplicate. the trend of prices and to fol- low unusual business activity. Despite pre- dictions of industrial’ recession, business and production have proceeded at high levels and corporate profits have risen even faster. In the eight years since the war start- ed, living costs have gone up about 50 per cent, Wwholes#le raw material, prices have nearly doubled, the national income has nearly tripled and corporation profits, af- ter taxes, have more than quadrupled. Ordinarily, one would expect stocks to go up in harmony with the trend, but, as Harold Fleming points out, “The average prite of shares in these earnings has gone up oniy about ‘25 to 40 per cent.” The same writer calls attention to the “astonishingly low values placed on cur- rent earnings by investors ‘and traders, Current share prices,” he says, “are rough- ly about ten times cyrrent per-share earnings. This is the lowest such appraisal since around the bottom of the market in the spring of 1942, at the time of Rataan, when the Allied arms were suffering re- versals all around the globe,” Mr, Fleming points out that in May, 1946, at the top of a four-year bull mar ket, the prices of stocks were slightly over twenty times earnings and in 1929, the price was closer ta thirty times earnings, We call attention to- these facts, not to indicate that anyone showld- invest jr stacks, but to point out that usually some kind of depression follows a stock market break or a\pronounced bear market. If violations of the anti-trust laws are found,, it is the obvious duty of govern- ment to‘act: ‘Hut it is ‘a safe bet that delib- erate violations are few. and, af mingy im- portance so far as prices of commodities are concerned. No one, in these tinies, ¢an seriqusly interfere with the normal process -of competition and the operation of a supply-and-demand’ market.
