We installed 84,600 new telephones in 1946. But, at the end of the year we still had 52,000 orders on hand for felephone service. Our study of the state’s growth in- dicates that the demand for more service from present as well as new customers will continue to increase. To raise new money on favorable terme for additional facilities to improve sem ‘ vice to present customers and expand it, These are the reasons we have asked authority t alee rates for local service and for most long distance calle witlt+ in the state. The requested rate increase will not produce all the added revenye that current costs indicate is needed but Will at ford immediate relief. Whether the requested rates wil prove sufficient will be determined by operating experienes under the new rates. The increased income under (he sew rates would amount to only 10% per cent of our tetel Piee ida revenues. In face of the greatly increased costs of ge viding service, this is moderate, We must go ahead with a huge expansion program and we are preparing to spend about $65,000,000 in the ses’ five years on construction work to improve and expand tele phone service in Florida. We must proceed with thie eet struction work, despite high costs, in order te meet Gementie ‘ for service. Florida is now in a period of its greatest growth and expansion, a growth that will bring the state more preaperl ty than it has ever known. Good and effective teleghene service is essential to this progress and the Telephone Geum pany must be in & position to supply it, We believe, therefore, that our request for increased ratap is sound and in the public interest, 48 Soy Although the cost of everything we do to provide service keeps going up, your telephone rates generally are lower today than 20 years ago. Because of this, the amount of money we are paying out is increasing faster than the amount we are taking in, despite a record volume of busi- nés¢, Since 1940, the costs of providing service in Florida have climbed 181 per cent, while revenues have increased only 129 per cent. Total payroll costs have increased 243 per cent since 1940. Wage rates in Florida have been raised during the past two years by $3,788,784 om an annual basis. This was in keeping with national policies and trends and to assure com- petent personnel to provide adequate service. We now have 6,600 Southern Bell people providing service in Florida. Wages account for about two-thirds of our operating costs. With America calling daily for so much more Budweiser than the world’s largest brewery can produce, you 0 ! The cost of erecting telephone buildings is up 75 to 100 per cent and the overall cost of providing telephone facilities is up 50 to 65 per cent. obviously can't get Budweiser every time you ask for it. But, every sip tells ' The rapid advance of costs in comparison with revenues has caused our rate of earnings to go down. In 1940, the Company was earning 6.08 per cent on the amount of money invested in the state. In 1946 our earning rate was only 2.66 per cent. This rate reflects the latest wage increases but doés not include the small effect of refunds on past Federal income taxes. Such refunds will be available only im the you why it's well to keep calling for it. We are making it available equi- tably if not abundantly. So, to get your share, don't say ‘beer’, say SOUTHERN BELL TELEPHONE AND TELEGRAPH COMPANY INCORPORATED NO BUSINESS CAN GIVE ADEQUATE SERVICB WITHOUT ADEQUATE EARNINGS
