Singleton, commanding officer of the Army contin- gent in Key West, was a brief but admirable outline of the code of ethics that govern “| the United States army. _ Without making any com- parisons, it can be said con- Scientiously that the behav- ior. of army men in Key West before, during and since the conclusion of World War 11 has béen almost unbeliev- ably good. Soldiers, stationed in Key West, were away from home, as were all other service- men, yet. civil authorities had very little trouble with them. The war had been more than two years old be- fore a soldier was arrested in Kgy West for a law viola- tion. Offhand ,The Citizen can not recall the number of arrests of soldiers since 19- 39, but the number was fewer than half a dozen. Except for seeing soldiers on the streets, it was hard to believé at times that several thousand of them were sta- | tionéd in the Army Barracks j and at Fort Tay lor. Night after night .some- times, servicemen were ar- ined | | } rested either by the po jor the sheriff's force, but j|none was a soldier. Fre- | quently, The Citizens heard | remarks commending army men in Key West for their ‘generally good behavior | while off duty, | The United States Army | may well be proud of the way its personnel in Key; | West have conducted them- | selves in their dealings with | the civilian populatior. It ‘has been in keeping with , this paragraph in Colonel 'Singleton’s directive: “The policy of this com- _mand is to cooperate fully ‘in every way possible with | local officials, particularly law-enforcement agencies. This policy must and will be followed.” | The soap opere, we sup- | pose, is entitled io a place omewhere, but the question is where. “COLORED” MEN OBJECT From Capetown, South | Africa, the Colored Advisbry | Council, an official body, demands full political rights. for nearly 1,000,000 color- Jed South Africans and ex- presses opposition to any improvements in the status of Indians unless colored persons receive similar rights. It is interesting to note ‘bel in South Africa, there is a racial distinction be- | tween the 1,000,000 colored |South Africans, who are half-caste, and the 7,000,- | 000 Negroes. Most of the “colored” are located in Cape Province where they enjoy certain franchise rights but the ad- visory council, which | is composed of men of educa- tion, mostly school-teachers with university degrees, pro- tests the “tendency to asso- ciate Indians with.
