Ellingson added that he doesn’t believe in “retarding progress,” and so in compliance with Ordi- nance No. 233 that has been on the books for over 10 years, the construction company was given the right to blast. The construction company was given a letter by Chief Leroy Torres which stated “You are permitted to blast with dyna- mite for a period of three weeks on Square 41 in accordance with ordinance number 23.” With this permit, the company began blasting yesterday and to! carry the rocks and gravel to sur- rounding houses and the Adams’ dairy plant, caused_ considerable complaint. Aftetthe-veaction of the blasts this morning Ellingson called both Phil Toppino and Frank Bentley and advised them of the non-compliance with the Chief of Fire Department’s Torres or-j; ders. Mr. Toppino came to the man- ager’s office this morning and agreed to have one of his broth- | ers stay at the blasting area dur- ing all the time that future blast- ing is being done. Elling- son today stated that the city is making an extra effort to patch holes in the streets, and that this work should be greatly accelerat- ed due to the fact that a meth- od of mixing aggregates with asphalt at a centrally located place instead of mixing on each individual spot as is the present practice, will be ingugurated. By using a mass production method for mixing instead of a decentralized method the City Manager feels that production will increase and that the crew of five that is needed to do the job may be reduced to three, and the other two men used for other badly needed services. A further saving in lost motion may be made by having a roller | for compressing instead of doing the job manually as is now the case. This new method will start the early part of next week to be used by the Public Service De- partment.
