During the brief ceremony scores of civilians employed in the Navy Yard also witnessed the presentation. A portion of the citation which Captain Reordan read _ before making the award said: “For extraordinary and outstanding’ devotion to duty as gunnery officer . . . in action with enemy Japanese aerial fore- es. He graduated in the Class of 1924 and has been on active duty since that time. His naval ex- perience includes: One year with battleships; One year with destroyers; Seven years in submarine du- ty; One China; Three years aboard the U.S.s.
