FRIDAY, DECEMBER 11, 1942 WHAT IT MEANS TO SUSPEND OUR QUESTION ASKED WHAT IT WOULD MEAN, IN FIRST) PLACE, TO WAR EFFORT OF | COUNTRY | By HERMAN ALLEN AP Features Service Writer The demand for suspension of the 40-hour week is only a little snow-ball on top of Capitol Hill! right now. But there are plen-| ty of people in Congress who would like to give it a push and| send it booming right out into| Pennsylvania avenue and from| there right into every factory in the nation. What would this mean to the war effort? In the first place it would be best to clear the air by emphasiz- ing that the 40-hour law does not put a flat limit on the length of time anybody may work. It merely says that after a man has worked 40 hours in any week he must be’ paid overtime rates for any time he works the rest of the week. | To suspend the 40-hour week) ‘would merely mean that a work- er could put in more than 40 hours before his overtime pay | would begin. | ‘Washington labor circles de- | clare the effect on production of war goods probably ,would be very little. War production is on an overtime basis right now. The government is paying the over- time, so it wouldn't save the} employer anything. It would, of| course, save the government a! lot of money. In connection. with lengthen- | ing work hours, it is of interest | yy, to note what happened in Ger- many. A report to the Interna- tional Labor Office on the Ger-} man situation says: 4 “When hostilities broke out it! was: considered necessary to give | thé government greater freedom of action. By the war economy order of Sept. 1, 1939, all restric- tions on normal hours of. work fot adult men were abolished. ‘Less than three months later it'was found necessary :to’ re- store the regulations in a certain | measure . . . The president of the | National Employment Office ob- | sefved: ‘Attention must be paid to: the physical and mental lim- its to any extension of hours. Any abuses lightly committed in this Tespect will have to be paid for| sooner or later’.” Shortly thereafter the govern- | ment decided to restore a limit to the working of overtime in ex- cess of the normal 8-hour day, | the limit being fixed at 10 hours | a day as a general rule and 12) hours for some jobs which in-| volved lengthy periods of time} when the worker was simply re- | quired to be present. The German labor orfier of December 12, 19: “Even though it is necessary to increase output, exaggerated de-| mands on labor must be avoid. » protection d: | Britain had a similar experi-| ence. The British found that | after.a certain number of hours, depending on the type of work, | errors increased and the value of overtime work fell off U. S. Manpower Commissioner | McNutt recently observed that it | was his opinion, too, that returns | diminished according to the type of work.
