Many a man © would have succumbed to such an ordeal in half that time. Some will say that she was too young to have her mind affect her pny- gical condition; others that there must have been divine intercessicn to the -yataral proeess of nature—in other worde __it.was a miracle, | the health program here ome _ signment in recent helps 4 Russia to the fullest extent in heg extremity, \, SHOULD HEALTH FEEL THE AXE? Continuing yesterday’s discussion of what Comptroller J. M. Lee’s slash of the | county’s tax levy means to Monroe citizens, one of the hardest blows was that aimed at the county health service of Dr. J. B. Parra- more. : Although the county in recent years | has done little toward the support of ithe health unit, there is no question but. that should be ex- panded, rather than decreased in scope. Comptroller Lee settled the question for the | | county by simply lopping off the half-mill which was to have gone for the continua- tion of Dr. Parramore’s work. The doctor, in addition to his other duties, has been handed an important as- months through the necessity for greatly increased investiga- tion and treatment of venereal cases. definitely is a defense item here and in view of the alarming rate of disability in army | draftees it would appear that almost any | kind of health work falls in that category, | as well. Actually, Dr. Parramore’s work is not coming to a halt because of Lee’s action, but the fate of the doctor’s appropriation is an indication of the cold manner in which Lee has been empowered to dissect county | budgets. As far as'that power goes, Monroe citizens who are contemplating changes in the budget might as well realize. that Lee virtually all-power. The commissioners, for instance, could rot put the health service back in the bud- t just by arranging the balance different- and shaving a little here and there off »ther items. Lee said no health money, and unless he changes his mind, there is no authority that can make it possible for the ceunty to provide funds for that purpose. The first effects of the comptroller's action already have been felt here, as we have catalogued them, but there will be many more. The commissioners are in for a long, hard pull and they will not be made happier by the fact that the state board of education gave the tentative school budget a far kinder treatment than Lee gave theirs. TAKE YOUR CHOICE The best argument in favor of the strictest possible reduction in non-defense government spending is found in the new tax bill. That bill will reach down into in- ‘come brackets never touched before by di- rect federal taxation. It greatly increases taxes in all brackets, and on al] industries and individuals. It is the stiffest tax bill in American history. Yet it will produce less than $4,000,000,000 additional a year— and our arms spending alone, according to estimates, will soon reach $36,000,000,000 a year! There is but one way this country can be saved from a burden of debt and taxa- tion that would ruin us as surely as would military defeat. That way is by cutting every non-defense item in the budget to the absolute bone? Government must, end its | competitive program against highly-taxed steak: head lettuce salad, ye and coffee. It4 i private busifiession which it depends for the bulk of its tax revenue. “Government in banki@t®, im the eleetric power field, in real estate, d@#-farming, and scores @f other projects, is simply destroying source of tax revenue. Either we will maintain the old Amer- ican system of private enterprise, or in another decade, at the pace we are travel- ing, we will wind up under a program of state socialism which will parallel the Hit- ler regime. “ALREADY BROKEN,” RUSSIA FIGHTS Adolf Hitler recently told the German people that Russia “is already broken and will never rise again.” He assured them that “the available* mass of munitions” would conquer any adversary. It is interesting to report that the Ger- man Fuehrer, in his eulogy of Nazi soldiers, revealed that there are between fivémiffion and six million troops in Russia. y: to be a rather large army to take care of a n “already broken.” That the battle in Russia is proceeding ale never before equalled in the d seems established. It is impossible to correctly estimate the losses suffered by either side. Berlin reports the capture and destruction of thousands of planes, tanks Moscow counters with similar o German losses. While it is impossible to estimate ex- aet losses, it is apparent, from both state- ments, that each side is losing heavily in upon material and men.
