If a promoter who felt in the mood for cleaning ran into a small city in the same aood, he would arrange a general clean- up of the neighborhood with city officials and merchants participating. For each piece of junk, tin can, bottle or pound of old papers or rags, the cleaner woald issue a coupon which, at the end of the campaign, was good for a prize donated by one of the | merchants, It was alright with the store owners, because they paid nothing except the prize and enjoyed a good deal of publicity as the donors. City trucks usually were offered to help pick up the junk and transport it to the clean-up headquarters where the pro- moter stacked it in highly — satisfying pile. Of course everyone wondered why the good stranger bothered to do so much for a so little, but he usually came out of it fairly well. The citizens won prizes, the town was cleaned up, the merchants had adver- tising—and the promoter sold the junk. Seriously, Key West coud improve its appearance a great deal by a concerted ef- fort to pick up all the junk and old papers scattered in streets and yards. The larger ' part of the city’s beautification—painting and rebuilding of old houses—is going ahead to the tune of the highest building permit records in 20 years.
