Special Washington Correspondent pf The Citizen REWARD for immediate return Highest | “RUSHING WAR AID ‘“LEND-LEASE” BILL AIMS CAUSE OR AVOID WAR? PERIL IN FAR EAST Final psa of the Lend- Lease Bill is expected this week, with the result that assistance to Great Britain will be immdiately speeded and interesting announce- ments can be expected. The leg- islation is based upon acceptance of the idea that the defense of the United States requires the continued resi ce of the Brit- ish people. Consequently, mate- rial assistance will be dispatched to strengthen British urces in their weakest categories. When the question of aid to Great Britain is considered, one of the first problems is.produc- tion gf the necessary This\ts being taken care of and, in time, the volume of supplies, will be tremendous. Afterwards, and just ‘as important if the strategy of this courgry is to “Succeed, copies the question of ‘delivery. Here the intensive sub- matine and aerial campaign of Germany against British ‘ casts an ominous shadow across the American purpose. The Lend-Lease Bill has been described by supporters as a measure designed to keep this country out of war and by op- ponents as a device to put us in- to the war, Obviously, there is a measure of truth in both asser- tions. Behind the unusual statute is the realization that the fate of this country will be endangered by Germany’s victory and, conse- quently, steps short of war which prevent Hitler’s triumph protect the United States. If the nation becomes “an ar- senal of democracy” and provides sufficient supplies to enable the British to successfully end the present struggle, the Lend-Lease Bill will, in fact, prove to be a legislative device to keep us out of war. In this connection, how- ever, we must consider the alter- native. Let us suppose that the vast flow of supplies from this country to Great Britain fails to pave the way for a British vic- tory, or even to prevent British defeat. In the latter case, we will have undoubtedly aroused the enmity of the dictator-nations, but this, we think, can be cast aside by the observation that the Axis group, in its future relationship to this country, will be governed lf-interest rather than emo tions. The Axis powers will at- tack the United States, according to manv experts, regardless of anything we do, if the dictators (KEY.
