What will come out of the series conferences between city and county offi- armed forces it is as yet impossible to say. But the fact that civic and county leaders are cials and representatives of the mere facing the fact that something must be done to provide recreation in Key West is a dis- tinct improvement in the general situa- tion. Key West needs a municipal center of some sort, both for the navy and army per- sonnel who are the object of immediate plans, and for the entertainment of people who live or visit here. Apparently, efforts are going to be made to provide one. Key West also needs a director of rec- reation who will plan and direct a continu- ing program of tees appointed by the chamber of commerce to handle recreation or to take charge of a park cannot be expected to stay on the same job indefinitely or to lend a great part of their time to such a program. OLDEST JUDGE RETIRES vice on Associate After more than 26 years of ser’ the nation’s highest tribunal, Justice James Clark McReynolds of the United States Supreme Court has an- nounced his retirement, effective tomorrow, two days before his 79th birthday. He has been for several years the court’s oldest member, being about two months older than Chief Justice Hughes. Justice McReynolds was born in Elk- ton, Ky., and isa graduate of Vanderbilt University and the University of Virginia law school. For many years he engaged in the practice of law in Nashville, Tenn., and from 1903 to 1907 he was assistant attorney general of the United States, later engaging in private practice in New York City. In 1913 he was appointed attorney general in President Wilson’s cabinet, and was elevated to the supreme bench in 1914. He became the most conservative member | of the court, and dissented from most of the court's opinions upholding New Deal legis- lation. McReynolds held the record in the whole history of the Supreme Court for writing opinions holding statutes or parts of statutes unconstitutional. There have been only 76 such opinions, of which he wrote nine.
