Twenty-five years ago rumors. ‘were eirculated in Europe that Austria had de- “manded that Servia investigate the alleged “plot instigating the assassination of a royal “couple at Sarajevo. Today the world still shudders at the result. New York has just Paised its tax on “cigarettes 2 cents and it already has a 6- cent federal tax as. well as a I-cent city tax. ‘A 9-cent tax on an article which can be produced and sold for 10 cents is not a tax but a crime. That’s one way to cure its people of the cigarette-smoking habit ‘and the proffer of a cigarette with the ‘familiar greeting “Have One?” will be- come legendary. Briefly, the plan was to form a company of responsible and civic- minded citizens to buy in tax certificates against tax delinquent properties. ~ Profits. of the company wceuld be earmarked for municipal sponsorship of WPA projects. Backers of this movement contended that the mere fact such a company was ready to buy up such certificates would speed up the payment of back taxes. If back taxes were paid, according to these men, a spe- cial sponsorship fund of the sort now sought would not be necessary. gest that program. The reason is perfect- ly obvious—it is not good politics, aecord- ing toa majority of the councilmen, to make certain taxpayers meet: their tax bills. So Key West must depend upon voluntary contributions to provide a work sponsorship fund. The Citizen hopes the plan is successful, but fears that in the end the city will have to do what we have been suggesting right along—collect' the . taxes’ due the city regardless of polities or any other consideration. NEW FINANCING NEED In his view, Col. Leonard P. Ayres, the noted Cleveland economist, reiterates what all expert observers of the national situation have been saying for a good while—the need for putting idle money to work. He declared that industrial and com- mercial profits during the last six months have been “encouraging,” so far as many active enterprises are concerned, but that because the volume of business being done remain at a comparatively low level. “Our greatest need now,” Col, Ayres said, “is more: production, and especially more of the sort of production: that goes into. new plants, more modern equipment, expansions, ‘additions, improvements and: betterments. “Such undertakings are financed by the sale of corporate securities, and such sales are made when executives have con- fidence in the prospects for profits, and when investors share that confidence.” International tensions abroad and political uncertainties at home are men- tioned as major causes of hesitancy on the part of corporation executives to proceed with new financing, so greatly needed to promote recovery.
