In Miami the faulfy operation of the city manager form of government is not the fault of the system. In approaching the proposal to em- the civic organizations sponsoring the scheme should study operation of that system of government in cities where it has func- tioned and is functioning successfully. Cin- cinnati, Ohio, for many years has been run by a city manager who has reduced op- erating costs, increased public services and cut the tax rate. Numerous smaller cities have experienced the same beneficial re- sults. It is from them we must draw our conclusions, and possibly reeruit a city manager. Naturally the idea of changing our form of government does not meet with the approval of some of our city and coun- cilmanie officials; so naturally they are going to raise every obstacle they can in preventing any such change. We feel that a majority of our taxpayers, convinced the present form of government is not giv- ing them the service to which they are en- titled, will support the city manager idea once the facts are presented to them.
