This became a cer- tainty today when Captain J. F. Whitbeck, operations manager for the Pan American Airways, own- ers of the line, admitted that he had just completed a survey of the line and reutes. He was more than two weeks at his part of the job. Returning last night he left two other repsesentatives in South America to complete the job, at least to work toward that ,end. The Pan American expects to begin operating mail and pas- senger planes between the United States and Central America, as soon as the vast amount of work necessary to complete the route can be done. This will take up- wards of a year and require the expenditure of more than a mil- lion dollars. A resolu- tion authorizing the appointment of such a committee was unan- imously adopted. This committee has the power to adjust or com- promise and complaints as to tax- eson sidewalk and street im- provements. Councilmen Cleare, Freeman and Thompson form the committee. The city attorney or tax collector may receipt for any taxes coming from any settlement made by the committee. The resolution also provides for quit claim deeds to be given by the city when property is redeemed. City Attorney Lester said this resolution is the same as that un- der which preceeding councils have operated and the attorney, when addressing the council, stat- ed that in this way settlements can often be made in cases where there is no legal way to proceed, thus getting something often where even litigation would fail The greatest fight card an- nounced in the ring history of Key West is in the making.
