LUTZ Professor of Public Finance, Princeton University ‘A peasant was plowing the ground { over which was fought the battle of Blenheim. His grandson followed, .asking questions as boys will. The conversation between them is given in a poem that will be recalled by all older read- ers. As the plow turned up the bones, rusty muskets and other debris of the battle, iittle Peterkin kept asking what the fighting was about and why they killed each other. To this the grandsire could only reply—“That 1 cannot tell, but ’twas a famous victory.” Sometimes our elections remind us ; of that kind of fighting. We have our peerless leaders and our famous vic- tories, but when the smoke of the election battle has cleared away, we find too often that the chief accom- plishment has been a new affirma- tion of the vicious rule, “To the vic- tors belong the spoils.” Just what are the spoils of political victory? They are not something taken from an alien enemy in order to disable or crush him. On the con- trar. people, This does not mean that those elect- ed to office fill their own pockets from the public treasury, although there have been instances of this ap- plication of the spoils system. The money is not carted away, as would be the loot from a conquered city. Rather, it is spent in all sorts of im- proper ways for the benefit of the vic- torious party. The expression, “The spoils system,” covers all of the meth- ods by which favors and rewards are j bestowed to influence or control votes. ; It is assumed that political victory gives the right to use as much of the public money as may be necessary in order to award favors sufficiently to assure reelection. The more decisive the victory, the more lavish is the distribution of the spoils, This is an impudent and dishonest assumption, The purpose of govern- ment is the promotion of the general welfare. When oné political party wins over another, it has won the opportunity and the responsibility of advancing that welfare. Because of the wastes of the spoils system, the cost of government, fed- eral, state and local, is greater than higher than they need be. It is not easy to discover how much our taxes when we see how large a part the spoils play in the thought and be- havior of politicians, we may rest as- sured that the total involved is con- siderable. They would not fight so hard over the political “plums” if these were not valuable. Since the in granting his favors as an office- holder, it is clear that he must be using that taken:from the taxpayers. If the people who are now paying the taxes want to see them reduced, the fi move must be to get rid of the spoils system. More than this must be done if-we are to lower gov- ernmental costs sufficiently to get anything like fair value in public services for the money,.we pay in taxes. But we cannot/even get con- sideration of the other necessary measures as long as the stem remains. The more un- ‘ary jobs, bureaus, boards, com- ns and other perfectly they function, the better it is for the spoilsman. He will there- fore fight hard to retain these sources of waste in government. The significant fact that should strike home to every taxpayer is that the spoilsman makes free with every- body’s taxes. There is no distinction between Republican and Democratic taxes after they are collected. It is not a question of the defeated party paying the costs for the victorious party. The spoilsman plunders all taxpayers alike, including those who voted for him, and he counts on this wasteful use of everybody’s money to carry the next election. This is not an inherent defect of democratic government, nor is it something that we need a dictator to cure. In fact, a dictator would spend even more on strong-armed hench- men than does the spoilsman. The de- fect appears to be due primarily to a lapse of our common sense and it can be cured by a common sense method.
