LUTZ prices would result in higher wages, we Professor of Publie Finance, Princeton University: There are certain interesting re- semblances between. the behavior and the reactions of the people in pay- ing taxes to support government and their behavior and reactions in paying bills at a restaurant. Suppose we think of gov- ernment and its services asa huge restaurant to which the people come and see how the comparison works out. In the first place, the size of the bill, for dinner as for government, depends on what is ordered. If every- body insists on ordering everything from soup to nuts, the dinner check and the tips will be correspondingly large. So it is with the governmental services. When the public standard of living is high, the tax bills will be heavy, and there will be little more use to complain about the taxes, after ordering the public services, than it is to complain to the waiter about the price of the dinner after having eat- en it. Next, there is a resemblance in the manner of paying for the dinner and in paying the taxes. The dinner may be a “Dutch treat.” in which each pays for what he eats, or it may end up in a game of not reaching for the check. There are always good fellows at every party who order liberally and eat with good appetite, but who are so occupied with talking or danc- ing or something else that they sim- ply do not see the waiter. Finally, we know that the cost of a dinner depends not only on the food, but also on other factors. At one place we can get a perfectly good steak dinner for one dollar, while at another place the same food will cost three dollars. The manager of the high-priced restaurant may explain this difference by referring to his overhead and other hidden costs that must be included in the price. Gov- ernmental costs are often high, not because of what we get in services, but because of the hidden wastes and losses in the operation of a defective governmental system. In the field of taxation, the prin- ciple of taxing according to the bene- fits received from government may be likened to the “Dutch treat” plan, | while the principle of taxing accord- | ing to ability to pay suggests “din- ing with uncle.” Both rules of taxa- tion are good and should be used, but neither is adequate alone. All gov- ernmental costs cannot be handled on a benefit basis of taxation, as if pub- lic services were a “Dutch treat” af- fair. On the other hand, they cannot be handled entirely as if one were always dining with a rich and in- | dulgent uncle.
