CITY AND COUNTY CONSOLIDATION planning an experiment in : that has been advocated by The Citizen for a decade or more of.years by which cent of the present cost of administration in its dual form now. But these two units; of the state must haye the permission of the entire state in order to do this, as strange as it may seem. The amendment specifically states that the Constitution’s permission for local | government merger applies only to Duval County and Jacksonville. No other county, | city or town is affected one iota by the amendment. The two northern political subdivisions simply are asking us for our permission to work out a saner and more efficient economic plan of government, and then voting in a county referendum upon ; its final adoption. The situation in Monroe is similar to that of Duval County in many respects. Of its 157,000 approximate population, Jack- sonville has 136,000, or 85 per cent of the; total. Of an assessed property valuation of H 67 millions in the county, 61 millions, or about 91 per cent are located in the city limit of Jacksonville. Yet an expensive, duplicating county government is main-} tained for the remaining 21,000 population | in the rural districts and the 9 per cent as- sessed property valuation outside the urban district.
