The final report urges co-operation with the tem- porary deposit insurance plan and with the RFC’s proposal to strengthen the banking structure through the injeciton of new |eapital. It maintains, however, that the | deposit insurance arrangement should be only temporary. om the committee, “that the way to assure bank depositors of true safety lies in so improving the banking system that loss-s to depositors cannot occur, rather than adopting some plan of spreading ‘':° losses after they have occurred. “We believe that these are vu! tem- | porary measures and that the real objective ! is a sounder banking system We join heartily with the public in its demand for }| safety of bank deposits.” The deposit insurance plar looks good to the public right now. There will be no objection to any real improvement in the . banking system which may be devised and made effective. If the bankers who ob- ject to the deposit guarantee, on the ground that it may injure sound banks by making them share the lossés of unsound banks, will get busy and put over such banking re- forms as will prevent losses and failures, they; will tina the public willing to co-oper- ate. In the meantime, the public is glad deposit insurance is so near. COMMODITY INDEX CONTRACTS Here is something modern in financial deals, A real estate editor in the middle West reports that in several cases coming to his attention lately, property leases have been based on the wholesale commbdity price index, In one case, a lease providing for a building rental of $15,000.a year contains an option to purchase within three years for $200,000 “at the purchasing power of the dollar at the time «‘ the lease, or in such number of dollars at the time of the purchase as will have the purchasing equivalent of that sum, based upon the wholesale commodity index.” One real for two years. One such Jease has this clause: “The minimum rental herein reserved for the term of the lease and for the option term shall bear the same ratio to the whole- sale commodity price-average index as the stipulated rental bears to the average index number for December, 1932.
