Pursuant to adjournment the Board wot County Commissioners of Itasca County, Minnesota, met at the Court House in the Viliage of Grand Rapids, Minn., this 26th day of August, 1913, at 10 o'clock a. m. ' Members present; Commissioners King, O’Brien, Nelson and Passard. Commissioner O’Bricn moved the ad- option of the following resolution; Resolved that an additional sum , of $200. be, and the same is hereby appro- priated from the County Revenue Fund to the Itasca County Agricultural As- sociation for the purpose of aiding in securing and maintaining an exhibit of Itasca County at the Minnesota State Fair. The motion was seconded by Commis. sioner Passard and carried, by unani- mous vote of all members present. Upon motion of Commissioner O'Brien, St.onded ty Curnissioner Seson, an extension of thirty days was granted upon the contract of Eddie Erickson, et al for the construction of Road No. $3 in the Town of Oteneagen. Commissionde Passard moved that on account of an error in the pub- lished notice for culverts on State Ru- ral Highway No. 4, all bids be return. ed to the bidders without being open- ed or considered, and that the County Auditor be instructed to give new no- tices for bids for furnishing said cul- verts. Commissioner O’Brien moved that a committee be appointed to examine the Old Right of Way Road in the Town of Bass Lake, and that said committee ba authorized to direct the necessary re- pairs upon said road in an amount not to exceed $40. The motion was seconded by Com- missioner Passard and carried by un- animous vote of all members present. Commissioners O’Brien and Nelson were appointed as such committee. It being the time set for hearing upon the application for a transfer of liquor license from Frank Payne to William Sinclair, at Pall Club, Minn., the same was then taken under con. sideration. There being no objections filed_or offered against the granting of said application, Commissioner Nel- son moved that said application be granted. The motion was seconded by Com- missioner Passard and carried by un- animous vote of all members present. Upon motion of Commissioner O’Brien, seconded by Commissioner Passard, the petition of Karl J, Burwell et al. for a County Road in Township 146, Range 25, was rejected by unanimous vote of all members present. A recess was then taken to 1 o'clock Pp. m. The Board again met at 1 o'clock p. m. All members of the Board present. It being the time for a hearing up- on the petition for the establishment of a highway, as hereinafter described, the committee appointed to examine the route of said road filed a report recom. mending that the prayer of the peti- tioners be granted. Commissioner Shellman moved that the report of the committee be ap- proved, that said highway be hereby established as follows: Beginning at the s<ction corner sec- tions 32 and 33, township 56, range 23, running east on Town line, township 56, range 23, and township 55, range 23, to the south quarter section cor- ner of section 33, township 56, range 23, thence south on quarter line through sections 4, 9 and 16, township 55, range 23, to the south quarter corner of section 16, township 55, range, 23. That said highway be desig- nated as County Road No. 137; that the advantages and bencfits to each description of land over which said road runs are hereby estimated and de- termined to be equal to all damages sustained, and that the chairman of the board and County Auditor be au- thorized and directed to execute and file the proper order establishing said road. The motion was seconded by Com- missioned O’Brien and carried by unanimous vote. _ Commissioner O’Brien moved that all bids received for the construction of Bridges on State Rural Highway Wo. 4 be laid over until the 11th day of September, 1913, at 10 o'clock a. m., for further consideration. The motion was seconded by Commis. sioner Passard and carried by unani- mous vote. And whereas, said election was held according to law, on August 19, 1913, and the results duly certified’ by the duly appointed Judges thereof and the Canvassing Board did thereafter make and file its report on August 25th 1913, and there being 1122 votes in favor of the issuance of said bonds and 446 votes against the issuance of said bonds. It is Therefore Resolved by the Board of County Commissioners of Itasca County that said bonds be and hereby are advertised for sale |and that two weeks published notice be and is hereby given that the Board of County Commissioners of said County will meet to open and consider bids therefore on the eleventh day of September 1913, at 10 o’clock a. m.,, on said day in the Commissioner's room in the ‘Court House, in the Village of Grand Rapids, Minnesota, and that at said time and place, said Board of County Commissioners will open and consider bids received and the offer deemed most favorable will be accepted; provided that the Board of County Commissioners may reject any and all bids and award said bonds to a low- er bidder or may upon likes notice in- vita other bids. é Be It Further Resolved, that said advertisemm@t be given two weeks published motice in the Grand Rapids Herald-Review, published at Grand Rapids, Miinnesota. Pogue for the con- struction of County Road No. 16, in the Town of Wawina, be accepted. The motion was seconded by Commis- sioner Nelson and carried by the follow- ing vote: Yea; Commissioners O’Brien, Shellman and Passard. Nay; Commissioner King. Commissioner Passard moved that the bid of Ross Noble for the construction of the Effie Road be’ accepted. The motion was seconded by Commis- sioner O’Brien and carried by unani- mous vote. % The matter of roadvertising for bids for the construction of State Rural Highway No. 4, was considered. Nelson, Commissioner Shellman moved that the) County Auditor be instructed to ad- vertise for bids for the construction of said road, exclusive of the culverts bridges and gravelling, as one proposi- tion. The motion was seconded by Commis- sioner Nelson and upon roll call the vote was as follows: Yea; Commissioners Nelson and Shellman. Nay; Commissioners O’Brien, Passard Commissioner Passard. moved that the County Auditor be instructed to advertise for bids for the construction of said road in two sections, the first to include sections A. to F, inclusive, and the other sections H. to M. inclusive as shown by the plans and specifica- tions. The first section includes aif that part of said road Hast of Grand Rap. ids and the other section includes all that part of the road West of Grand Rapids. The motion was seconded by Commis- sioner Nelson and upon roll call that vote was as follows: Yea. Commissioners King, Nelson and Passard. Nay, Commissioners O’Brien and Shellman. The motion was declared carried, Commissioner Passard moved that the County Auditor be instructed to ad- vertise for bids for the construction of a portion of County Road No, 101, said road being also designated as State, Road No. 5. Thy motion was seconded by Commis- sioner O’Brien and carried by unani- mous vote. i The deed executed by C. V. Smith and wife for a road right of way in section 3, township 58, range 24, was presented, and was referred to the County Attorney for approval upon mo- tion of Commissicher Shellman, sec- onded by Commissioner Passard. It being the time set for hearing upon the petition for the establishment of a highway, as hereinafter described, the committee appointed to examine the route of said road filed a report recom- mending that the prayer of the peti- tioners be granted. Commissioner Passard moved that the report of the cmmittee be approved, that said highway be hereby establish- ed as follows: Beginning at the NE corner of sec- tion 31, 53-24, thence North 1 mile along the section line to the NE corner of section 30; thence North 1 mile along hte section line to the NE corner of section 19; thence North 1-4 mile along section line to the 4-16 cor- ner. Beginning at the NE corner, section 30; thence East 1-2 mile along. section line to the 1.4 corner of 21 and 28; thence East along section line to a point on west side of Splithand Creek; thence in a Southeasterly direction along the most f<asible route to the intersection with the old State Road, approximately 1-4 mile. Approximate length 4 1-4 miles. That said highway be designated as County Road No. 138; that the advan- tages and benefits to each description of land over which said road runs are hereby estimated and determined to be equal to all damages sustained, and that the chairman of the Board and County Auditor be authorized and di- rected to execute and file the proper order establishing said road. The motion was seconded by Com. missioner Nelson and carried by unani- mous vote. Commissioner Passard moved that tha report of the committee be approved, that said highway be hereby establish- ed as follows; Beginning at the common corner of Sections 19, 20, 29 and 30, township 58, range 22, running thence west one mile along section line between sections 19 and 30 and intersecting with the Coun- ty Road on the Town line between Town 58-22 and 58.23. ; That said highway be designated as County Road No. 139; that the advan- tages and benefits to each description of land over which said road runs are hereby estimated and determined to be equal to all damages sustained, and that the Chairman of the Board and County Auditor be authorized and di- rected to execute and file the proper order establishing said road. The motion was secondsd by Commis- sioner Nelson and carried by unanimous vote. Commissioner Passard moved that a committee of three be appointed to make an examination of proposed road work in,the Towns of Popple, Goodland, Good Hope and Third River, and Un- organized township 148, range 27. The motion was secondsd by Com. missioner O’Brien and carried by un- animous vote. Commissioners Shellman, O’Brien and King, were appointed as such committee. Said committee to mest September 8th., 1913. The Board then adjourned to 10 quested to complete the survey of all. o'clock A. M. August 27th, 1913. Yancy, witness fecs J.C, 11a The minutes of the last meeting were read and it was discovered that an er- ror had been made in the item “bills al. lowed”’ of Stafford King assisting sur- veyor on survey of sundry roads, in tha sum of $190; that a portion of the items making up said total were not in favor of said Stafford King; that said it8m was stricken from, the min- ut.s, after which they were approved as corrected by unanimous vote, upon motion of Commissicner Passard, sec- onded by Commissioner O’Brien. Certain bonds offercd by the First State Bank of Keewatin, as security for the deposit of County Funds, were presented and riferred to the County Attorney for approval. Commissioner Passard moved that a committee be appointed to examine and direct the necessary repairs for the Van Patter road in township 55, range 27. The motion was seconded by Com- missioner Nelson and carried by unani. mous vote. Commissioners O'Brien, King and Passard, were appeinted as such com- mittee. Upon motion of Commissioner Nelson, seconded by Commissioncr Passard, the engineer was instructed to make a survey of County Road No. 86. Commissioner O’Brien moved that the chairman appoint a committee tg ex- amine the Old Railway Right of Way, North of Stanley, in the Town of Wirt, with a view of establishing the same as a County Road. The motion was seconded by Com- missioner Passard and carried by un- animous vote of all members present. Commissioners O’Brien, Passard and King were appointed as such committee.
