A meeting of the school board of School District No. One was held in the board's office in the Central school building at 2:30 p. m. c. E. Burgess, c. H. Dickinson and J. D. Doran were present. Bids for building a two-room building for the Blackberry school were re- ceived as follows: For the _ building; Fletcher & McKinnon $5670.99; Martin Christianson, $4813.50; Chalberg & Baum $5320.00. For heating, plumbing and ven- tWating: E. R. Brown, $1568.00. It was moved that the bid of Martin Christian- son, for the building, and the bid of E. R. Brown, for heating, plumbing and ventilating be accepted subject to the conditions that the voters of the dis- trict, at a special meeting to be called will authorize the school board to ex- pend a sum of money over and above that authorized at the annual meeting A meeting of 1912, to build and complete said building according to the plans and Specifications now adoptted. The mo- tion was carried. H It was moved that, in as much as the lowest bids received for the Black. berry school building will make the building cost more than the sum appro. priated at the annual school meeting of 1912, that a special school meeting be called to be held in the Village hall in the Village of Grand Rapids at eightt o'clock p. m. of Saturday, May 31, 1913, to consider the proposition of appropri- ating such additional sum of money as is necessary to build and complete said school building. The motion carried. It Has an Assistant In Every House In St. Petersburg. The Russian police system is ex- tremely complicated, for it practically gives Russia an assistant policeman in every house in St. Petersburg. The landlord has a private porter or acts as porter himself. A porter has authority to make an arrest, and he is obliged to rush from the house to the street at the sound of a police whistle. As there is a policeman stationed at every block, which is the limit of his beat, and as every policeman within a certain radius may respond with the porters to the signal, it takes but a few seconds to get a platoon of uni- formed men, with almost a regiment of porter policemen together. Russia has also a most elaborate system of training its policemen, and some time ago there was opened at St. Petersburg a fully equipped police- man’s college, designed to train men in all the various duties of an officer of the law. At this college policemen are made familiar with the tools used by criminals, their teachers holding that men in any other way. The Russian policeman attends lec- tures at which burglars’ methods and instruments are explained, so that he can checkmate them, while he has the advantage of the criminal museum, which is attached to the college.
