Grand Rapids, Minn., April 22nd, 1913. A meeting of the County Board of Itasca County, Minnesota, convened at the Commissioners room in the County Court House this 22nd day of April, 1913, at 10 o'clock a. m. | Members present—Commissioners Pas- gard, Shellman and Nelson. Chairman King being absent at this time, Vice-Chairman Passard presided. The hearing upon the petition of the International Boom Co., to construct @ dam in the Town of Popple, was con- | tinued to the next meeting by unani- mous Vote éf all members present, upon motion of Commissioner on second- ed by Commissioner Shellman. ‘A petition was presented for the for- | mation of a new school district to be composed of the territory embraced in the organized Town of Marcell. © Com- ssioner Shellman moved the adoption | of the following resolution: Whereas, a petition has been filed with the County ard of Itasca Coun- iy, signed and acknowledged by a ma- ority of the freeholders who reside in the proposed new district herein des- cribed, and who are entitled to vote at school meetings in their respective dis- tricts, with the approval of the Coun- ty Superintendent of schools endorsed thereon, praying for the organization of a new school district out of the | following described territory: All the organized Township of Mar- cell, more definitely described as fol- lows, to-wit: Commencing at the North- east corner of township sixty (60) Range twenty-six (26), thence running west on the township line to the north- West corner of township sixty (60), Range twenty-seven (27), thence run- ning south on the township line to the southwest corner of township fifty- nine (59), range twenty-seven QD, thence running east on the township line to the southeast corner of town- ship fifty-nine (59), range twenty-six (26), thence running north on the town- ship line to the point of commencement, being more than four (4) government section in extent. Now, Therefore, Be it resolved that a hearing upon the said petition will be had at a meeting of said County Board, commencing upon the 27th day of May, A. D., 1913, at 10 o'clock in the fore- noon of said day, at the commission- ers room in the county court house, in the Village of Grand Rapids, in said | place the | County, at which time and said county board will hear arguments of all persons interested for and against the proposed organization of said new school’ distric Be is further resolved, That a notice of said hearing be posted in three pub- lic places in each of the districts af- fected thereby, and a copy thereof served on the Clerk of each of said districts affected at least ten days prior to said time herein set for hear- ing said petition, and that said notice be forthwith published two the newspaper known as the Grand Ra- pids Herald-Review which is printed and published in said County, and is hereby designated as the legal news- paper for publishing the same. The motion to attach the foregoing resolution was seconded by Commission- er Nelson and carried by unanimous vote of all members present. A petition was presented for the sur- vey of section 34, township 56, range 23. Upon motion said petition was con- tinued to the next meeting. Upon motion of Commissioner Nelson, seconded by Commissioner Shellman the Petition of the tax payers of the town of Sago requesting the appointment of an examiner to make report upon the records of said town, which petition was filed: March 27th, 1913, was re- jected. Upon motion the petition for a bridge | across the Mississippi river on the line between townships 53 and 54 of range 24 was rejected. Commissioner King arrived at time. The report of the District Engineer, O. J. Lidberg, upon Certain repairs up- on county road No. 112 was read. In said report it was recommended that additional drain ditches be made at an additional estimated cost of $160. Commissioner Nelson moved that the sum of $160 be appropriated from the county road and bridge fund to be ex- pended in making such additional re- pairs upon said road. Said appropriation to be in addition to the appropriation this * of $475 made at the meeting held March 27th, 1913, road. The motion for the improvement of said was seconded by carried by unanimous vote. Several petitions for State Rural Highways were presented and laid over to 7:30 o'clock p. m. for consideration. Ole Hanson of the town of Trout Lake ‘was present and requested a change of | a certain portion of the Feeley: Bovey" road across his saw mill property. Up- on motion of Commissioner Nelson, sec- onded by Commissioner Passard said matter was referred to Commissioner Passard for investigation. Commissioner. Shellman filed a report in connection with his investigation of county road No. 94 and county road No. 107. In said report he recommends + that road No. 107 to be the most feasible. Upon motion of Commissioner O'Brien, seconded by Commissioner Pas- sard, said report was approved. Commissioner Shellman moved that the District State Engineer, O. J. Lid- | berg, be instructed to prepare plans and specifications for the construction of county road No. 107. The motion was seconded by Commissioner Passard and carried by unanimous vote. é Commissioner Passard moved that the County Auditor be instructed to advertise for bids for the construction of that portion of county road No. 102, beginning at the S % post of: section 35, township 54, range 24 and running Nhence west to the S % post of section 34 of said township, thence west 500 feet to intersect with the present road running north and south. The motion ‘was seconded by Commissioner O’Brien and carried by unanimous vote. weeks in | Pursuant to adjournment the board Members present—Commissioners King, Passard, Shellman and O’Brien. | A committee of citizens appeared be- | fore the board and requestd that ac- tion be taken at the earliest time possible for the construction of the approaches on the road leading to the new bridge across the Mississippi river on county road No. 110. Certain mem- bers of the county board reported that they had made an examination of said bridge and that it was neces- | sary that additional expense be added |to said bridge. Commissioner Passard moved that the action taken by the | board at the last meeting appropriat- | ing the sum of $500. to aid in the build- ing of the approaches of said bridge | be rescinded. The motion was second- | ed by Commissioner O’Brien and carried | by unanimous vote of all members pres- } ent. | Commissioner Nelson arrived at this time. Commissioner Passard moved that the | district engineer O, J. Lidberg, be in- | structed to prepare plans and specifica- tions for necessary additional bents said bridge on County Road No. Said bents to be constructed of | wood, concrete abutments or retaining | walls to be provided at the extreme | North and South ends of said bridge. ; The motion was seconded by Commis- ‘sioner Shellman and carried by unani- | mous vote. Upon motion of Commissioner Passard, | seconded by Commissioner Sheliman, | the application of the Warba Hardwood ' Manufacturing company for a reduction of assessment upon the first addition to Warba, was approved by unanimous vote. Commissioner Passard moved that the county surveyor be instructed to make | tor | 110, a survey for a piece of road between tSection 25, Township 55, Range 24, and ' Section 30 Township 55, Range 23. The motion was seconded by Commissioner Nelson and carried by unanimous yote. An application was presented for cor- rection of assessment and abatement of | taxes upon real eState covering the en- | tire village of Warba, in which it was asked that the valuations be reduced to the amounts fixed by the town board } of review in June, 1912. Commissioner | Passard moved that a reduction of 50 | percent of the difference of the valua- tions as fixed by the town board of | review and the Minnesota Tax commis- | sion be granted. There was no second to the motion. | Commissioner Passard moved that the | valuations as reassessed by Mr. Graf- | fam, appointed by the Minnesota Tax Commission to make th re-assessment, stand, and that no reduction be allow- ed. The motion was seconded by Com- missioner O’Brien, and upon roll call | the vote was as follows: Yea—Com- | missioners Shellman and O’Brien. The motion was second ed by Commissioner Neison and car- ried by unanimous vote. | Commissioner Nelson moved that the | county auditor be instructed to adver- | tise for bids for the construction of County Road No, 114, in the town of | Arbo, according to the plans and speci- fications prepared by the district engi- neer filed in the office of the county auditor. Lidberg, district | engineer, upon the site for the bridge | across the Big Fork river, on County Road No, 128, was read and filed. | A petition was presented asking the | board to make a request to the state public examiner for an examination and report upon the books and accounts of | the town of Sago. Commissioner O’Brien moved the adoption of the following | resolution: | Resolved, that the state public ex- aminer be, and is hereby requested to | make an examination of the records and the accounts of the town of Sago, Itas- ca county, Minnesota. | The motion was seconded by Commis- sioner Passard and carried by unani- mous vote, Upon motion of Commissioner Shell- ; man, seconded by Commissioner Nelson, the bond of the First State bank of Grand Rapids, as a county depository, with the Equitable Surety company of St. Louis, Mo., as surety, in the sum of | $3,000; also the bond of the First State | bank of Marble, as a county deposit- | ory with the Unied States Fidelity & Guarantee company of Maryland, as surety, in the sum of $15,000 was ap- proved by unanimous vote. Commissioner O’Brien moved the adop- tion of the following resolution: . “Resolved, that the sum of $400 be, land the same is, hereby appropriated from the county road and bridge fund , to the town of Bass Lake to aid said | town in the construction of a road pbe- ginning at the southeast corner of the southwest quarter of southwest quarter, Section 36, Township 56,° Range 26, and running north on the sixteenth lime to the northeast corner of the southwest quarer of the northwest quar- The motiog } GRAND RAPIDS HERALD-REVIEW thence west three and three-quarter miles, terminating at Blackberry. Com- missioner Passard moved that a hear- ing be had upon said petition in the court house in the village of Grand Rap- ids on Tuesday, the 10th day of June, 1913, at 10 o’clock a. m. ; that Com- missioner Nelson, Passard and Shell- man be a committee to examine the route for said proposed road; that said committee meet at .the point of begin- ning of said route on Friday, the 6th day of June, 1913, at 10 o'clock A. M., for the purpose of examining said route, and that said committee make a re- port to this board at the time set for hearing upon said petition. The motion was seconded by Commissioner Shellman and carried by unanimous vote. It being the time set for hearing up- on the petition for the establishment of a highway in Township 67, range 23 and township 57, range 24, hereinafter described, the same was then taken un- der consideration. The committee ap- pointed to examine the route of said road filed a report recommending that the prayer of the petitioners be granted. Commissioner Nelson moved that the re- port of the committee be approved and ; that said highway be and the same is hereby established as follows, to-wit: Beginning at a point on the section line between sections 34 and 35, town- ship 57, range 24, west of the 4th P. M. at a point eighty rods south of the northeast corner of said section 34 running thence north along the section line between sections 34 and 35, 26 and 27, 22 and 23, 14 and 15, 10 and 11 to the common corner of sections 2, 3 10 ana 11 in said township, and also commencing at the common section cor- ner of sections 22, 23, 26 and 27 and running thence east along the section line between sections 23 and 26, 24 and 25 in said township 57, range 24, and conitnuing thence east along the section line between sections 19 and 30, 20 and 29 to the common corner of section 20, 21, 28 and 29 in township 57, range 23 west of the ¢th principal meridian, the total length of said road being 8 %& miles and that the advantages and bene- fits to each description cf land cver which said road runs are hereby estimated and determined to be equal to all damages sustained, and that the chairman of the board and county auditor be direct: ed to execute and file the proper hear- ing establishing said road. The mo- tion was seconded by Commissioner Pas- sard and carried by unanimous vote. Commissioner Nelson moved that the sum of $75 be appropriated from the county road and bridge fund to be ex- pended under ‘the direction of August } Lindholm upon the old Prairie River road in township 59, range 24. The mo- tion was seconded by Commissioner Pas- sard and carried by unanimous vote. Commissioner Passard moved adoption of the following resolution. Resolved that the sum of $250 be and the same is hereby appropriated from the county road and bridge fund | to the town of Harris, to aid said town in the construction of county road No. ; 8. The motion was seconded by Com- missioner O'Brien and carried by unan- imous vote. Commissioner Shellman moved that the District Engineer be instructed to prepare plans and specifications the construction of county road No. 46, beginning at the north line of town- ship 61, range 22, and running and west to the point of termination of | said road. The said road to be cut cleared 2 rods wide and grubbed 24 feet wide, 12 feet on each side of the center line, also all necessary ‘ditches to be constructed. The motion was sec- onded by Commissioner O’Brien and car- ried by unanimous vote. the | 7:30 o'clock p. m. Pursuant to adjournment »the met again at 7:30 o’clock p. m. Members present—Commissioners King, Nelson, O’Brien and Passard, The plat of Taconite Junction was ap-; proved by the following vote: : Yea—Commissioners King, O’Brien and Passard; Nay, Commissioner Nelson. It being the time set for hearing up- on the petition for the establishment of a highway, as hereinafter described, the same was taken under consideration. The committee appointed to examine the route of said road filed a report recom- mending that the prayer of the peti- tioners be granted. Commissioner Pas- ed, and said highway be hereby ordered established to-wit: Beginning at % post between sections 27 and 28, township 53, range 24, run- ning south 1% miles to corner of section 33 and 34 and 3 and 4, tying onto a road in Aitkin county running south. That the advantages and benefits of said road will confer upon all lands over which it runs are hereby estimated and determined to be equal to all damages sustained. Thé motion was seconded by Commissioner O’Brien and carried by unanimous vote. A petition was presented for the es- tablishment of a state rural highway described as follows: Commencing at a point where the Hill City road from Aitkin county enters Itasea county, at Greenfield Beach, on the south line of Itasca county, in section 35, township 53, range 26, thence following old county road in a north- easterly direction to the northeast cor- ner of said section 35, thence along said county road continuing northeast- erly through sections 25, 24, 13 and 12, and north on the east line of section 1, in said town 53-26; thence north following said county road on the west line of sections 31, 30 and 19 in town- ship 54-25, to the northwest corner of said section .19; thence west one mile along said road to the northeast corner section 19; thence north along old coun- ty road on the west line of section 17, township 54-26, across the arm of Pokegama lake, thence north through West half of section 8 to the south 1-16 line of section 5; thence east 3-4 mile to east side of section 5; thence north following old county road to the Village of Grand Rapids;, thence following the county road which runs in a north and easterly direction from the Village of Grand Rapids, through sections 16, 9 and 3, township 55-25, and sections 34, 35 and 36, township 56, range 25 to the Village of Coleraine; thence north along the most feasible route into and through the township of Balsam to Re- lease postoffice in said township; thence north on.county road through township 60, range 23, to town line; thence east about one mile on town line between townships 60 and 61, range 23, following the most. feasible route north and east through township 61, range sig to a for | north: 44 An adjournment was then taken to | board | sard moved that said petition be grant- | WEDNESD. Said proposed state rural high- way to connect with the Rrand Rapids road at its eastern terminus and the Northome-Deer River,state,rural,highway at its western terminus. Said proposed state rural highway to connect with the Bal- sam-Grand Rapids road at its eastern terminus and the Third River-Blackduck highway at its western terminus. Chairman King requested Vice-Chair- man Passard to take the chair and moved that all of said petitions be ap- proved by the county board of the coun- ty of Itasca, and recommended to the Minnesota Tax Commission for approval. The motion was seconded by Commis- sioner O’Brien and carried by unanimous ‘vote. mittee of the INTENTIONAI! NIIPLICATE EXPOSURE King, O’Brien and Shellman were ap- pointed as such committee. Commissioner King moved that the State Highway Commission be requested to appoint additional engineers for this district. The motion was seconded by Commissioner Nelson and carried by unanimous vote. A petition was presented for the establishment of a highway beginning at the northwest corner of section 7, township 148, range 28, and running thence south On and along the range line to the southwest corner of section 19, in said township. Commissioner King moved that a hearing be had upon said petition at the court house in the Village of Grand Rapids on Tues- day, the 10th day of June, 1913, at.10 o'clock A. M.; that Commissioner township 62, range 26; | O’Brien, Passard and King be a com- mittee to examine the route of said road; that said committee meet at the point of beginning of said route on Tuesday the 3rd day of June, 1913, at 10 o'clock A. M., for the purpose of ex- amining the route of said road; and that said committee make report to this board at the time set for hearing upon said petition. The motion was sec- onded by Commissioner O’Brien and car- ried by unanimous vote. An adournment was then taken to-10 oclock A. M., until Wednesday the 23rd day of April, 1913. }j Pursuant to adjournment the board again met at 10 o’clock A. M.,_ this 23rd day of April, 1913. Commissioner Pas- sard moved that the report of the Com- mittee be approved; that said highway be hereby ordered establishd as follows: Beginning at % post between sections 13 and 24, township 53; range 25, run- ning south 3 miles across sections 24, 4 and 36 to % post of sections 1 and 36. That said highway be known and des- ignated as county road No. 129, and that the advantages and benefits to each description of land, over which the road runs, are hereby estimated to be aqual to all damages sustained, and that the chairman of the board and the county auditor be authorized and directed to execute and file the proper order estab- lishing said road. The motion was sec- onded by Commissioner O’Brien and car- tied by unanimous vote of all members present, Commissioner O’Brien moved the adop- tion of the following resolution: Resolved that the sum of $500 be and the same is hereby appropriated from the county road and bridge fund to the town of Good Hope to aid said town in the repair of road and bridges therein. The motion was seconded by Commissioner Passard and carried by unanimous vote of all members’ present. The petition of C. W. Sommars, et al., for the establishment of a highway in the townships of Balsam and Arbo was continued to the next meeting, It being the time set for a hearing upon the petition for the establishment of a highway described as follows: Beginning at the intersection ef the county road known as the right of way road, and the section line on ‘the east Side of section five (5) in’ town one hundred and forty-five (145) of range twenty-six (26), Itasca county and run- ning thence north en and along the said section line to a point where said section line intersects with the Bow- string river, said river being the stream that connects the two parts of Bow- string lake, and to be connected with other roads as follows: at the south- Present. , In the matter of the application of the Deer River Lumber Co., for the can- cellation of assessment upon certain logs assessed in the Town of Oteneagen the county auditor was directed to noti- fy the Deer River Lumber Co., and the town board of the Town of Oteneagen that said application will be heard at a meeting to be held May 10th, 1913. Commissioner King reported that he had made an examination of the bridge across the Bigfork river in the town of Sand Lake, constructed by L. E. Hunter; also the approaches to said bridge constructed by Seth Person, and that said bridge and approaches were constructed according to the contract, and recommended the aceptance of the same. Commissioner Passard moved that said bridge and approaches be accepted by the county board. The motion was seconded by Commissioner Nelson and carried by unanimous vote. Commissioner O’Brien moved that the State District Engineer be instructed to prepare plans and specifications for the construction of county road No. 117, in unorganized township 58, range 26 and the Town of Marcell. The motion was seconded by Commissioner Passard and carried by unanimous votee of all members present, Commissioner Nelson moved that the State Engineer be instructed to prepare plans and specifications for county road No. 19, beginning at the corner of sec- tions 8, 9, 16 and 17 of township 64, range 26, and running north on section line to Smokey Hollow road. The mo- tion was seconded by Commissioner O'Brien and carried by unanimous vote of all members present. Commissioner O’Brien moved the adop- tion of the following resolution: Resolved that the plats of the sub- division and survey of the following sections be approved: Section 30, township 55, range 25; section 3, township 55, range 26; sec- tion 3, township 53, range 23; section 10, township 63 range 22; section 27, township 57, range 27; section 24 town- ship 55, range 27. _ The motion was seconded by Commis- sioner Nelson and carried by unanimous vote of all mmebers present.
