peppy sae OFFICIAL PROCEEDINGS OF THE BOARD County Commissioners OF Itasca County, Minnesota. Grand Rapids, Minn, Feb, 20, 1913. Pursuant to adjournment the county board of Itasca county, Minnesota, met at @he Court House in the village of Grand Rapids this 20th day of Feb- ruary, 1913. Members present: Commissioners Pas- sard, O’Brien, Shellman and Nelson. Chairman King being absent, Chairman Passard presided The minutes of the meeting of Jan- uary 7th, were read and approved. At the request of intyerested parties the matter of the dam across Popple Vice river was laid over to the next meet- ing. John Oaks of the township of Wa- wina, appeared before the board and asked that the county build one mile of road in Township 53, Range 23, Th matter was then taken under consid- eration, and after discussion, laid over to a future meeting. A petition from the residehts of Car- penter and Bearvilla in regard to the Federal State Post road to connect with a similar road in St. Louis county, was received and laid over to the next meeting. Upon motion of Commissioner Nelson, seconded by Commissioner Shellman, Commissioner Shellman was appointed 2 committee of one to look up the data atid confer with St. Louis county; in regard to the said federal post road. An adjournment was then taken to 1:30 o’clock p. m. Pursuant to adjournment the board again met at 1:30 o'clock p. m. Members present: | Commissioners Passard, Nelson and Shellman, The following depository bonds were approved: Massachusetts in the sum of $2500, bank of Marble; American Bonding Co., of Baltimore, in the sum of $5000, the First State bank of Marble; National Surety Co. of New York in th sum of $5000, the First State Bank of Marble; The Title Guarantee & Security Co., of Scranton, Pa., in the sum of $2500, the First State bank of Marble. The American Surety Co. of New Yorks in the sum of $5000, the Farmers’ Skate hank of Deer River. The National Surety Co., of New York, in the sum of $5000, the Farmers’ State. bank of Deer River. The Title Guarantee and Insurance Co. of Scranton, Pa., in the sum of $5000, the First State bank of Bovey. Fidelity & Deposit Co., of Maryland, in the sum of $1500, the First Stata bank of Keewatin. The depository bond offered by the First State bank of Big Fork, was dis- approved by the county attarney, who, recommended that a bond be submitied by the bank conforming to the form usually filled, The reponn4 of the Hartford Steam Bolter Inspection & Insurance Co., on the heating plant of the county court house and jail was received and placed Bonding Insurance Co., the First State on file. A communication from the State | Highway commission, syating that Os- | car J. Lidberg had received temporary appointment as assistant state high- | way engineer, was received and ordered filed. Mr. John O’Brien appeared before the board and requested that the matter of a road in Township 53, Range 24, be given attention, Upon motion of Commissioner O’Brien, seconded by Commissioner Shellman, the county surveyor was instruated to go Over the proposed r0ad and report at the next meeting. The motion carried by unanimous vote. Commissioner O’Brien the county surveyor be instructed? to Prepare plans and _ specifications on Road No. 89. The motion was seconded by Commissioner Nelson and carried by unanimous vote. Commissioner Shellman moved! that ith county surveyor be instructed to make an estimate on the Twin City & Inter- national] Falls State highway. The mo- tion was seconded by Commissioner Nel- son and carried by unanimous vote. Commissioner Nelson moved that the county surveyor be instructed to prepare plans and specifications on Road No. 114. The motion’ was seconded by Com- missioner Shellman and carried by un- animous vote. Mr. B. F. Lieberman appeared before he board and reported upon the con- dition of Fletcher Atkinson, a tubercu-~ lar patient, and aSked that he be plac- ed in the Minnesota State sanitarium. Commissioner Shellman moved the ad- option of the following resolution: “Be it resolved by the board of coun- ty commissioners of Itasca county, that the sum Of $33 per month be guaran- teed to the Minnesota state sanitarium ef Cass county, Minnesota, for the care of Fletcher Atkinson, from Grand Rap- ids, Minnesota, a tubercular patient, re- widing in MinneSota for more than one year. Said guarantee to extend for a period not exceeding one year and to @ommence the 2th day of February, 1913. The motion was seconded by Com- missioner Nelson and carried by unan- tmous vote. A delegation composed of citizens from Commissioner Districts Three and Five were present and conferred O'Brien arrived at this moved that with the board on a more equitable dis- position of the road and bridge fund. Upon motion of Commissioner Shell- man, seconded by Commissioner Nel- gon, the road and bridge fund for the ensuing year was ordered divided into five equal parts, one-fifth to be ex- pended in each of commissioner district. Upon roll call the vote was as follows: Yea—Commissionens Passard, Nelson and Shellman. Nay—Commissjoner O’Brien, The following petition was then pre- ” sented for County Aid in Build- ing Bridges. At this time Commissioner O'Brien wa called away. The following petition was presented: Petition for County Aid in’ Build- ing Bridges. To the Board ofr County Commissioners of @sca County: Honorable Sirs: We, the undersigned supervisors Of the township of Wirt, county of Itasca, and state of Minnesota respectfully represent that the said town of Wirt has resolved to construct a bridge of steel, stone and concrete, or combination thereof, across the Big- fork river, on the legally establishe@ highway described as follows: Beginning at the northwest corner of Section 6, Township 149, Range 26, due east} one mile on town line to north- east corner of Section 6, Township 149, Range 26, then due south two miles on section line to the northeast corner ‘of Section 18, @hen due east four miles on section line to the northeast corner of Section 14, then due north one mile to the northeast corner of section il, then due east one mile to the notheast corner of Secticn 11, on section line then Que north «ne and one half miles to aenter corner of section 31 on town line, then due east on quarter line two miles to center corner between thirty two and thirty-three, then due south one-half mile to southwest corner of; section thirty-three, then due east two miles to the southwest corner of section thirty-five, then due south eighty rods to the southeas, corner of northeast forty of section 3, then due east One- half mile to southeast corner of the northeast forty of northwest quarter of section two, then due south eighty! rods to northwest’ corner of southeast quarter of section two, then due east ome and one-half miles on quarter line & range line. Commissioner Shellman moved that the county surveyor’s report on the Mit- chell & Co. contract on the Third River road be accepted and the sum of $1607.90 ba . allowed in full and final settlement. The motion was Seconded by Commis- wioner Nelson and carried by unani- mous vote. A communication was received from iJhe town board of the town‘of Arbo, approving the survey of a county road running through the East part of Arbo’ township, Said survey was reported completed and a diagram submitated by the county surveyor, O. H. Lidberg. Commissioner Nelson moved that the | survey of Road No. 114, prepared by County Surveyor 0. H. Lidberg, be ac- cepted. The greater part of the merchantable timber is white pine, Norway pine, jack pine, bass. wood, oak, yellow birch, elm, and spruces Contracts for the timber must be en. tered into with individual Indians. The Department of Interior cannot give as. surance that the alilottees, or their heirs, will make contracts with the suc. cessful bidder,. but it is believed that practically all of the Indians wil make contracts if the prices bid represent the fair market value of the timber. No timber can be sold witheut the con. sent of the Department. The total amount of timber is about 20 mil lion feet, and is found upon about 750 allotments. A separate proposal, in dup. licate, should be submitted upon each forty acre tract or lot, but any num. ber of proposals may be included in an envelope.
