Pursuant to adjournment the County Board of Itasca County, met at the County court house in the Village of “Grand Rapids, this 28th day of March, 1912, at 10 o’clock A. M. All members of the board present. The following applications for correc- tion of assessment and abatement of taxes were approved and recommend- ed to the Minnesota Tax commission. P. E. Shaubiel, Martin Brothers 1, Henry Sinkola 1, Lucy E. Hateh 1, Frank Voigt 1, K, Johtonen 1, J. P. O'Donnell 1, Wm. Dibbert 1, Kathrine Patrow 1, John Cochran 1, John MeVeigh 1, The following applications for correc- tion of assessment and abatement of taxes were rejected: Bemidji Lbr. Co. 1, Halvor Halverson 1, Lewis Ross 1, Cc. A. Smith Timber Co. 1, John Dickie 1 Inez V. Woodruff 1,” The applications of the Great North- ern Railway Co., for cancellation of cer- tain taxes against lots covered by said company’s right-of-way in the village of Grand Rapids and Calumet were referred) to the County Attorney for opinion. Commissioner O’Brien moved that the chairman appoint a committee of three to examine and ascertain the immediate necessary repairs to a certain bridge across Splithand Brook on State road Number One. The motion was second- ed by Commissioner Mullins and carried by unanimous vote. Commissioners Mul lins, Nelson and O’Brien were appointed as such committee. A petition was presented requesting the Board to construct a.new ferry.boat and to operate a ferry during the sea~ son of 1912 at the point where the Hill City road crosses Black’s Arm of Po- kegama Lake. Commissioner Mullins moved that the County Auditor advertis for bids ‘for the construction of a new ferry boat, the bids to be received at the next meeting of the county board to be held on the 30th day of April, 1912. The motion was seconded by Com missioner O’Brien and upon roll Call was carried by the following vote. Susan Woods 1, Yea: Commissioners Mullins, O’Brien and Nelson. Nay: Commissioners Shellman and King. The following communications were read and filed: Chas. P. Craig, superintendent of the department of agriculture of the state agricultural society, regarding state fair of 1912. Secretary of , the State Highway commission regarding the appropriation of $6000.00 to aid in the construction of state roads for the year 1912. F. J. Skocdopole, clerk of the town of Bass Brook regarding the relief of Charles Miller, A petition was presented requesting the Board to appoint Miles A. Nelson as appraiser of state lands for the towns of Bearville and’ Carpenter. There being no vacancy to be filled at this time, no action was taken thereon. Report of Miss Anna Wang, visiting nurse for the anti-tuberculosis work in Itasca county, for the months of Feb- ruary and March, 1912, was read and referred to the county attorney for any action necessary regarding patients who #fre county charges. A petition was presented by the su- pervisors of the town of Popple request- ang an appropriation of $100 for con- struction of the approaches to Cooper road bridge. Upon motion of Commis- sioner O’Brien seconded by Commissione Mullins said petition was disapproved. I. A. Martin was present and request- ed an appropriation for the improvement of the old Big Fork road running to the head of Trout Lake, in township 58,, range 25. Upon motion said matter wad jaid over to the next meeting for further consideration. M, Pursuant to adjournment the Board again met at 1:15 o’clock P. M. Members present; Commissioners Shel'- man, Mullins, Nelson and O’Brien. Commissioner Mullins moved that the Chairman appoint a committee of three to examine road number 60, known as the Drumbeater road. , The motion was seconded by Commissioner O’Brier and carried by unanimous vote, Com- missioners O’Brien, Nelson and ete were appointed as such committee. The matter of the petition of K. E. Doran to detach certain unplatted agricu tural lands from the Village of Grand Rapids was then taken unden considera- tion. It appearing that the petitioner had failed to cause the notice of hear- ing to be published as provided by law, Commissioner O’Brien moved that new notices be issued for the hearing to be held on the 30th day of April, 1912, at 10 o’clock A. M. The motion was s2c- onded by Commissioner Mullins and carried by unanimous vote. Commissioners Mullins, Nelson and O’Brien were appointed by the chair- man, a committee to examine County road number 75, on the range line be- tween the Towns of Blackberry and Feeley. Commissioner time. Commissioner Nelson moved that the County Auditor advertise for bids for furnishing material and labor, for the construction of a railing at a certain side hill cut on the Grand Rapids-Bovey road in the town of Arbo. Bids to be in accordance with plans and specifica- tions to be prepared by the Assistant State Engineer and filed in the office of the County Auditor. The motion was seconded by Commissioner King and car ried by unanimous vote. Commissioners King, Nelson and Shell- man were upon motion duly made and carried, appointed by the Chairman, a committee to examine roads in the Townships of Alvwood and Third River. Commissioner King moved that the members of the Board as a whole and the County Auditor be a committee to attend the hearing upon the petition for the establishment of a Judicial road between Itasca and St. Louis counties, which hearing will be’ held at Virginia on Tuesday, the 2nd day of April, 1912, The motion was seconded by Commis- sioner Nelson and carried by unanimous vote. Mr. E. A. Freeman, superintendent of school district number One, came be- fore the Board and presented a proposi- tion relative to a school exhibit at the approaching state fair and requested the Board to consider the matter of making an appropriation to aid in defraying the expense in connection with getting up such exhibit, The matter of the appointment of as- sessors for the assessment districty in the unorganized portions of the county, was then taken under consideration, and upon motion of Commissioner O’Brien, seconded by Commissioner Nelson the following appointments were made by unanimous vote: King arrived at this District Number One to Charies Erven, District Number Two to Thomas Griffen. District Number Three to David Maturen. District Number Four to Levi Coch- ran, District Number Five to W. H. Russell, It being the time set for rehearing up- on the petition for the formation of a new school district to be composed of the territory included in the organized town of Marcell, the same was then tak en under consideration. After hearing all parties interested and all evidence for and against the granting of said petition, Commissioner O’Brien -moved that the following order be adopted: State of Minnesota, of Itas- ca. Before the Board of County Commission- ers: In the matter of the petition of Mrs. D. J. Kjellander, and others, for the formation of a new school district to be composed of the territory comprised in the Organized Township of Marcell. The petition of the petitioners in the above entitled matter having been by order of this Board granted on January 2, 1912, and a petition for re-hearing thereon having been filed, and a re- hearing having been duly held thereon pursuant to law before said board on the 28th day of March, 1912, and the board having fully considered said mat- ter and the arguments of all personsi in- terested and all evidence offered for and against said proposition. Now therefore, be it resolved that this board refuse, and does hereby re- fuse, to set aside its former order made herein on the 2nd day of January, 1912, but that said order so be made, and the same hereby is, in all things confirmed. A petition was presented for the es- tablishment of a highway in Township 55, Ranges 26 and 27. Commissioner King moved the adoption of the follow- ing, order: Order of Hearing and ‘Appointment of Committee For County Road. State of Minnesota, County of Itas- ca, 8s. Whereas on the 28th day-of March, 1912, a petition signed by twenty-four freeholders. of said county was present- ed to us praying for the establishment of a highway running into more than one town of said county, and not with- in the limits of any incorporated city, and described as follows: Beginning at the NE corner of the NW% of Sec. 26, Twp. 55, Range 27, thence run- ning east eighty (80) rods, then run- ning northeast across the SE% of SE Y% of Sec. 23 to the SE corner of N E% of SEY of Sec. 23, then north one half mile or more to the high bank of the Mississippi River, thence angle east along the river to the NE corner of Lot five (5), section 24, thence angle NE across Rice Brook thence NE along the shore of Rice Lake above goyern- ment flowage to the NE corner of Sec- tion 24, thence eastthree miles along the section line on the north line of Section 19-20 and 21 and connecting with the Bass Brook road at the NE corner of sect 21; and the Board of County Commissioners of said county having determined that in the judgment of a majority of its members said petition is reasonable on its face; It Is Hereby Ordered, That a baer ing be bad on said petition-at the County Court House in the Village of Grand Rapids in said county on Tues- day the 30th day of April, 1912, at 10 o’clock A. M., at which time and place said board will hear all that may be said in favor of and against the grant- ing of said petition. It Is Further Ordered, That M. O’Brien, Neil Mullins and C. M. King, members of this board, be, and they hereby are appointed a committe to examine said proposed route of said road, and that said committee meet upon the route of said road at the point of beginning of said route in said county, on Wednesday, the 24th day of April, 1912, at 11 o'clock A. M, for the purpose of examination of said propos- ed route of said road, and make re- port thereof at said meeting of said board hereinbefore specified, and that provided by law. Pursuant to adjournment a meeting of the Board of County Commissioners of Itasca county, Minnesota, was held at the county court house in the Village of Grand Rapids, this 29th day of March 1912, at 9:30 o'clock A. M. Members present: Commissioners Nel- son, Mullins and O’Brien. In the absence of Chairman Shellman, Vice-chairman Nelson, presided. A petition was presented requesting the Board to organize Township 148, Range 27, and to name the same Max. A petition was also presented requesting the Board to deny the petition for the organization of said town. Upon mo- tion. made and carried said petition was jaid over to the next meeting for furthet i notices hereof be given and posted /Moad number 28, said bridge to be | by apportioned and assessed County Revenue Fund to Judicial Ditch Number One Fund. The motion was seconded by Commissioner Mullins and carried by unanimous vote. Commissioner Mullins moved the adop- tion. of the following resolution : Resolved, That relief in a sum nov exceeding $75 be allowed to each of the following persons for thé year 1912: Mrs. F. W. Sherbourne, Mrs. Thaddeous O’Rielly and Charles Miller. The mo- tion was seconded by Commissioner O’Brien and carried by unanimous vote. A. hearing upon the petition for the new séhool district in the town of Nore Was continued to the next meeting. The County Auditor was instructed to advertise for bids for the construction of a bridge across Big Fork River in Township 62, Range 25, upon county and of} constructed according to plans Specifications on file in the office the County Auditor. A petition fer the survey of section 3, Township 53, Range 23, was laid over to the.next meeting. It being the time set for the correc- tion and confirmation of the assessments for the survey of sections 19 and 26, Township 56, Range 26, and section 5, Township 55, Range 26, the same was taken under consideration. There be- ing ‘no objections filed or offered to the apportionment and assessments as made by the County Board and duly published, Commissioner O’Brien moved that the said assessments be confirmed. The motion was seconded by Commis- sioner Mullins and carried by unanimous vote. In the matter of apportionment and assessment of the expense of survey of Section 19, Township 56, Range 25, Commissioner Mullins moved that the following order be adopted: Apportionment and Assessment of Ex- | pense of Survey. Whereas, On the 2nd day of February 1912, P. C. Warner was duly appointed by the Board of County Commissioners of Itasca county, Minnesota, to survey, locate and stake out all section and property lines pertaining to Section 19, | Township 56, Range 25, in said County, and Whereas, The said P. C. Warner has filed his report of said survey together with a statement in detail of the entire expenses of such survey, the total amount of which, as appears by said statement, is the sum of $134.70. It is hereby ordered that the entire | expense of said survey, to-wit; the sum of $134.70 be and the same is here- to the by said several tracts of land affected consideration.
