Grand Rapids, Minn., March 1, 1912. ‘To the Honorable Village Council, Village of Grand Rapids, Ifasca County, Minn. Gentlemen: Herewith I submit to you a statement showing in detail the receipts and disbursements of said Village, for the fiscal year ending February 29, 1912, also a statement of the finances of said Village, at the end of said year, includ- ing all debts and the Assets, available for the discharge of the same. The affairs of the Village being in the hands of two governing bodies, that part of the statement, relative to the Water and Light department of the Village, is not gone into in detail, a mere summary being given, the Water | and Light Commission rendering a statement of their business every three j months of the year. q I desire to call the attention of the Council to the fact that at the ‘beginning of the year, there was a floating debt of the Village in the sum of ‘ $38,726.71 of the which, besides taking care of the demands made upon the if Village for the maintenance of the various Village departments, there was ‘the sum of $8795.96 and $999.03 interest thereon, paid of said debt year, leaving a balance of $29930.75 remaining unpaid. I desire also to call particular attention to the fact that on May the First, 1914, $19000.00 of Wacer Bonds become due and payable, and that there ts on hand in the Sinking Funds of both branches of the Village Gov- ernment the sum of $983.69. Inasmuch, as the Sinking Fund has been used for other purposes by the Village, and inasmuch as the net indebtedness of the Village according to the present assessed valuation, can by law not exceed the sum of $59,634.00, it would appear that the possibility of refunding the it becomes apparent that during the of warrants issued prior to March 13, 1911, es | Waterworks bonds would not exist,, and therefore, ‘the council and the Water and Light in the next two years, to pay into the of $19000.00 to retire the Water Bonds it would appear that both branches of Commission should jointly make efforts Sinking Fonds of the Village the sum on May, the First, 1914. To do this the Village government will have to ‘imaugurate retrenchment in every possible channel. By the statement of | the Water and Light department of the Village, it is shown that the commis- sion have added the sum of $6312.48 to the cash balance of their funds during tthe fiscal year, an amount probably sufficient to pay for the new Steel Tank now being erected. This fact would make it appear reasonable that the commission could pay into the Water Bond Redemption Fund the sum_ of $4,750.00 yearly for the next two years. The Village Council can pay into the said Fund a similar amount and when the Bonds become due there will be a sufficient amount in the Fund May the First, 1914, to retire said Bond.
