Said relief to take effect for the mont} of March, 1911, and continue in force for each month thereafter un- til further action is taken by the board, and that the county audi- tor be uathorized to issue his war rant monthly in payment of such re- lief. The motion was seconded by Com- missioner King and carried by un- amious vote. Commissioner King moved that the chairman appoint a committee to investigate and ascertain the nec- essity of a bridge at said point. The motion was seconded by Com- missioner Nelson and carried by un- animous vote. Chairman Mulling then appointed Commissioners King “and Nelson as such committee. The hearing upon the application of Frank Payne for a license to sell intoxicating liquors at Ball Club was: taken up. Commission‘cr Sheliman moved that said appl'cation be rejected. There was no second to the motion. Commissio.cr Nelson then moved that said application be granted. The motion was seconded by Commis- sioner King and upon roll call the vote was as foliows: Yea—Commissioners Nelson and King. Nay—Commissioners Shellman and Mullins. An adjournment was then taken until one o'clock p. m. Pursuant to adjournment the board again met at one o'clock p. m. All members of the board present. The matter of the appointment of assessors for the assessment dis- tricts composed of the unorganized townships of the county was then taken up. Commissioner King moved the ad- option of the following resolution: Resolved that the following per- sons be and they are hereby ap- Pointed assessors for the assessment districts in the unorganized districts of the county as follows: District No. 1 Charies Erven District No. 2, Thomas Griffin. District No. 3 David Maturen. District No. 4 Levi Cochran. DistrictN o. 5 Herman Anderson. The motion was seconded by Com- missioner Nelson and ‘carried by un- animous vote. Commissioner King moved that the application of Frank Payne for a liquor license at Ball Club be re- considered. The motion was second- ed by Commissioner Nelson and car- ried Commissioner Nelson then renew- ed his motion to grant said applica- tion which motion was duly second- ed by Commissioner King and upon roll call the vote was as follows: Yea—Commissioners Nelson and King. Nay—Commissioners Shellman and Mullins. Commissioner O'Brien not voting. Chairman Mullins declared the mo- tion lost. A number of citizens of the town of Sago appeared before the board and requested the board to proceed to open that portion of county road No. 75, beginning at the northwest corner of section 5, township 53, range 23 and running east on the town line to the Southeast corner of section 33, township 54, range 23. Upon motion of Commissioner O’- Brien the County Auditor was in- structed ot advertise for bids for the construction of said piece of road. Bids to be opened at the meet- ing of the board tobe held on the 4th day of April, 1911. 3 The bids for the construction of bridge across the Swan River at Willman’s place on the Feeley-Bovey road was then opened and read. The bids were as follows: F. A. Johnson for the sum of $700.00 J. S. Lofberg for 50 foot wood bridge $1.037, for 42 foot wooden bridge $977, for 50 foot steel span bridge $1,231.00; for 42 foot steel span bridge $1,096, Frank Carson for the sum of $850. Mitchel & Volke for the sum of $1,100. Commissioner Shellman moved that all of said bids be rejected, the mo- vion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioner Shellman then moved that the county surveyor be instruct- ed to make a survey for said bridge, and that architect D. V. Case be employed to prepare plans and speci- fications to be presented to the board for approval at the meeting o be held on the 4th day of April, 1911. the motion was seconded by Com- missioner O’Brien and carried by xUs vote. Commissioner O’Brien moved that a hearing on said petitions be grant- ed at a meeting of the board to be held on the 4th day of April, 1911, at 10 o'clock a. m. The motion was seconded by Com- missioner Nelson and carried by un- animous vote. D. V. Case of the firm of D. V. Case & Broomhall architects, was present and presented to the board the plans and specifications for the building of additional vaults and gen- eral repairs upon the county court house, also for the construction of a retaining wall and ballasting em- bankment at the back of the county | buildings upon the court house block. Commissioner Shellman moved that the matter of advertising for bids for work in accordance with the plan and specifications be laid over until the next meeting to be held on the 4th day of April, 1911. The motion was seconded by Commissioner 0O’- Brien and carried by unanimous vote. Architect Case advised the board that in his opinion it was advisable to proceed with the construction of the retaining wall at the earliest date possible owing to the condition GRAND RAPIDS HERALD-REVIEW WEDNESDAY, MARCH 15, 1911. of the ground at the foot of the hill and recommended that the board advertise for bids to be received at next meeting and upon the recom mendation of Architect Case, Com- missioner O’Brien moved that the county auditor be instructed to ad- vertise for bids for the construction of the retaining wall and the ballast- ing of the embankment in accordance with the plans and specifications pre- pared by said architect. Said bids to be received up until 10 o'clock a. m. on Tuesday the 4th day of April, 1911, at the office of the county audi- tor. The motion was seconded by Com- missioner Nelson and carried by un- us vote. A petition was presented for the organization of township 53, range 26 and 53, range 27, into a new town to be named “Lincoln”. Commissioner O’brien moved the adoption of the following resolution; Resolved, that unorganized townships 53 range 26, aud 53, range 27, be and the same are hereby organized into a new town and named “Lin- coln”; that the boundaries of said town of Lincoln be and the same are hereby fixed as follows: Beginning at the northeast corner of twp. 53, range 26 and running thence west on town line on north side of townships 53, range 26, and 53 range 27, to the northwest cor- ner Of township 53, range 27 thence south on range line on west side of said township 53, range 27, to the southwest corner of said township 53, range 27 thence east on town line on south side of townships 53, range 27, and 53, range 26, to the southeast corner of said township 538, range 26, thence north on range line on east side of said township 53 range 26 to the northeast corner of said township 53, range 26, being the point of beginning; that the first town meeting of said town of Lin- coln be held at the office of J. Em- erson Greenfield at Greenfield Beach in section 35, township 53, range 26, on Saturday the 25th day of March, 1911, and that the county auditor cause the proper, notice of said town meeting to be given as provided by law. The motion for the adoption of the resolution was seconded by Com- missioner Nelson and carried by unamious vote. The hearing upon the petition for the establishment of county road Number 88 was continued until next meeting. Sealed bids will be received by the board of county commissioners of Itasca county, Minnesota, up until 10 o'clock a. m. on Tuesday the 4th day of April, 1911, at the office of the county auditor in the village of Grand Rapids, for the construction of that part of county road Number 75 describer as follows: — Beginning at the northwest cor- ner of section 5, township 53, range 23, and running thence east on the town line between townships 53, range 23, and 54, range 23, to the southeast corner of section 33, town- ship 54, range 23. The said road is to be cut and cleared two rods wide and to be grubbed free from all roots, rocks and other obstructions for a width of twenty four feet, twelye feet on each side of the center line. The grade of said road to be twenty-four feet wide from outside of ditches. Corduroy to be constructed where ever necessary, such corduroy to be constructed of sound timber not less than four inches in diameter at the top end and twelve feet long, and all corduroy to be covered with at least ten inches of earth. Culverts to be constructed wherever neces- sary to secure good drainage. The board reserves the right to reject any or all bids.
