Pursuant to adjournment the Board of County Commissioners, of ftasca County, Minnesota, met at the Court House, in the Village of Grand Rapids this 7th day of ‘May, 1910. All members of tne Board present. The bids for the construction of a ditch on State Road No. 1, also, for the construction of County Koads Nos. 11, 21, 27, 44, 50, 53 and 63 were then opened. Lhe bids received were as follows: For ditch on State Road—Frank Samuelson at the rate of 20 cents per cubic yard. Joseph Meyer at the rate of 18 cents per cubic yard. Wm. Hendrickson at tne rate of $1.45 per running rod. For County ‘Road No. 11, known as thé Grand Rapids-Bovey Road; H. J. Cooper for the sum of $3,750.00. Arthur A, Mitchell for $3,445.00. P. L. Ramquist at the rate of 31 cents per cubic yard for all dirt in cuts and 38 cents per cubic yard for all dirt that is to be borrowed to make said road bed. P. L. Ramquist for the sum of $4,350.00. M. Callahan for the sum of $3,500.00. Grand Rapids Im- provement Company $7,600.00. For County Road No. 21; Jasper M. Pogue for 50 cents per rod. M. W. Pogue for 60 cents per rod. Arthur A. Mitchell for the sum of $820.00. Mel- vin N.Rosholt for $845.00.John Henry at the rate of 70 cents per rod. For County Road No. 27: M. Calla- han for the ‘sum of $240.00 per mile. Jasper M. M'tshell fer the sum of $5,445.00 and $20.00 each for culverts. George Arscott for the sum of $2.49 per rod. Koski & Carlson for the sum of $4,200.00 provided the big hill near SE% of SW%, Section 6, Township 56, Range 22 is cut to a depth of 15 feet, or if said hill is cut to a depth of 20 feet the sum of $4,550.00. Chas. W. Latvala for the sum of $5,940.00. J. W. Burgeson for the sum of $5,- 350.00 Mrs. A. Erickson appeared before the Board and requested that the Loard wake eu order continuing the relief of $25.06 per month for ser self and family. Commissioner King moved that Mrs. Erickson and fam- ily ‘be allowed relief in the sum of $25.00 per month, for the month of May, 1910, and each month thereaf- ter until further action is taken by the Board, and that the County Aud- itor be instructed to issue his war- rant each month in favor of Mrs. Erickson, for said amount. The mo- tion was seconded by Commission- er Trebilcock and carried by unan- imous vote. H. S. Huson, Judge of Probate, ap- peared before the Board and stated that inasmuch as the last Grand Jury in its report, had recommended that the office of the Judge of Probate be examined and investigated, he would request that a thorough exam- ination and investigation, of said of- fice, be made at the earliest date possible. The bids for the construction of a ditch on State Road, north of Deer River, were then considered. The bid of Joseph Meyer being the lowest and! the pest bid, Commissioner King moved ‘that said bid be accepted, and that a contract be entered into with said Joseph Meyer, for the construction of said ditch, the same to be com- pleted by the first day of July, 1910. The motion was seconed by Commis- sioner O’Brien an carried by unani- mous vote. The bids for the construction of County Roads Nos. 11 and 21 were then, ordered laid over until the af- ‘ternoon session. The bids for the construction of County Road No. 27 were then taken under consideration. Commissioner O’Brien moved that the bid of M.Call- ahan be accepted. The same being the lowest and best bid. The motion was seconded by Commissioner Mul- lins and carried by unanimous vote. It was ordered that a contract be entered into with said M. Callahan for the completion of said road by the first day of July, 1910. The bids for the construction of County Road No. 44 were then con- sidered. The bid of Leslie & Com- pany being ithe lowest and best bid, Commissioner King moved that said bid be accepted and a contract be en- tered into with said Leslie & Co., for the construction of said road. The work ta be completed by the 15th day of July,1910.The motion was sec- oned by Commissioner Trebileock and carried by unanimous vote. Wm. Quackenbush came before the Board and requested that the Board make an appropriation for the repair of the Trout Lake Road in Township 58, Range 25. Commissioner Mullins moved that the sum of $200.00 be ap- priated. To be expended under the direction of Wm. Quackenbush, in the improvement of said road. The motion was seconded by Commission- er Trebilcock and carried by unani- mous vote. An adjournment was then taken to one o’clock p. m. Pursuant to adjournment the Board again met at one o'clock p. m. All members of the Board present. Commissioner O’Brien moved that a committee of three be appointed by the Chairman to examine and as- certain the necessary repairs on the Hill City Road, in Township 53, Rang 26. The motion was seconded by Com- missioner Mullins and carried by un- animous vote. The chairman then appointed Commissioners Trebilcock, ‘Mullins and O’Brien, as such com- mittee. ‘Commissioner O’Brien moved that the sum of $300.00 be appropriated from the County Road & Bridge Fund to the Town of Bearville, to aid said Town in the construction of a road on the section line between sections 21 and 22, Township 61, Range 22. The motion was seconded by Com- missioner Mullins and carried by un- animious vote. The bids for the construction of County Road No. 21 were then taken under consideration. The bid of Jaspar M. Pogue for 50 cents per rod or a total of $422.00 being the lowest and best bid, Commissioner Trebil- cock moved that said /bid be accepted and that a contract be entered into with said Jasper M. Pogue for the construction of said road. The work to 'be completed by the 15th ‘of July, 1910. The motion was seconded by Commissioner King and carried by unanimous vote. The bids for the construction of County Road No. 50 were then taken under consideration. The bid of Melvin N. Rosholt being the lowest and best bid, Commissioner Mullins moved that said bid be accepted and that a contract be entered into with said Melvin N. Rosholt for the con- struction of said road. The same to be completed by July 15th, 1910. The motion was seconed by Commissioner O’Brein and carried by unanimous vote. The bids for the construction of County Road No. 53 were then taken under consideration.The bid of Wm. Smith being the lowest and best bid Commissioner Trebilcock moved that said bid be accepted and that a con- tract be entered imté with said Wm. Smith for the construction of said road. The same to be completed by October Ist, 1910. The motion was seconded by Commissioner ' Mullins and carried by unanimous vote. The bids for the construction of County Road No. 63 were then taken under consideration.The bid of Geo. Arscott being the lowest and best bid, Commissioner Mullins moved that said bid be accepted and that a contract be entered into with said George Arscott for the construction of said road. The same to be com- pleted by September Ist, 1910. The motion was seconded by Commission- er King and carride by unanimous vate. Commissioner King moved _ that the sum of $300.00 be appropriated from the County Road and Bridge Fund to the Town of Sago,to aid said Town in the repair and construction of roads and bridges. The motion was seconded by Commissioner Mullins and carried by unaaimous vote. The bids for the construction of County Road No. 11 were then taken under consideration. The bid of Arthur A. Mitchell being the lowest and pest bid, Commissioner Trebil- cock moved that said bid be accepted and that a contract be entered into with said Arthur A. Mitchell for the construction of said road. The same to be completed by the 15th day of July, 1910. The motion was seconded by Commissioner Mullins and carried by unanimous vote. M. Callahan informed the Board that he had made a mistake in giving his bid for County Road No. 27, the bid ‘being made for County Road No. 21, and requested the Board to rescind their action in accepting his bid and awarding him the contract for County Road No. 27, Commissioner Mullins then moved that the bid of Melvin N. Rosholt, said bid being the) next lowest and best bid, be ac- cepted and that a contract be entered into with said Melvin N. Rosholt for the construction of said County Road No. 27. The same to be completed by October ist, 1910.The motion was sec- onded by Commissioner O’Brien and carried by unanimous vote. It being the time set for hearing up- on he application of Dolph Butler for a license to sell intoxicating liquor at the Ogema Hotel, Pokegma Lake, the same was then ‘taken under con- sideration. Mr. A. J. McGuire appear- ed before the Board and objected to granting of said license. An opion written by the County Attorney was.also read by the County Auditor. In said opinion the County Attorney advised the Board “hat they had no pewer *. grant license t- said appli- rant, at the point desigaa.ed in said application, for the reason that the same is included in the organized Township of Bass Brook and that a law permits, according to the popu- lation, are in existance and force at ‘the present time. Commissioner O’Brein moved that the hearing upon ‘said application be continued to the mext meeting. The motion was sec- onded by Commissioner Trebilcock and carried by unanimous vote. Commissioner King moved that the Chairman appoint a committee of two of the members of the Board to go with the Co. Surveyor and examine the right-of-way of the Spring Lake Road and prepare plans, specification. and estimates for the construction of said road. The motion. was second- ed by Commissioner Mullins and car- ried by unanimous vote. Commissioners O’Brien and McWill- iams were appointed as such com- mittee. Commissioners O’Brien and McWil- liams were also appointed a commit- tee to examine the Coon Lake Road. Commissioner O’Brien moved that the County Surveyor be instructed to make a survey of County Road No. 74 beginning at the 1-16 post one quarter mile north of the SE corner of Section 16, Township 150, Range 27, and running thence north on sec- tion line to the northeast corner of said section, thence east along sec- tibn iine to the northeast corner of Section 17, Township 150, Range 26. Amd also that he prepare plans and specifications and make estimates for the construction of the same. The motion was seconded by Commission- er Trebilcock and carried by unani- mous votes. Commissioner Mullins moved that ‘tthe County Auditor be instructed to advertise for bids for improving the Trout Laké Road beginning at the State Farm corner and running East along said road to Herman Gran’s place. The road (bed to be construct- ed 24 feet wide, from oustide to out- side of ditches, and to have a crown of 1 1-2 feet at the center line. All ‘hills to be cut to a ten per cent grade. The motion was seconded by Commissioner O’Rricn and carried by unanimous vote. Willman to remove fence from the right-of-way of County Road No. 21. D. A. Dunn came before the Board and requested that a committee be appointed to examine State Road No. 1, north of Weller’s Spur. Commissioners Mullins, O’Brien and McWilliams were appointed as such committee. Commissioner ‘Mullins moved that the sum of $25.00 fhe expended under the direction of F. E. Bowden, over- seer of roads of the Town of Grand Rapids, in repairing a portion of the Pokegama Lake road, near Allen’s Landing.The motion was duly second- ed and carried. Certain members, representing the Township Boards of Grand Rapids, Blackberry and Harris appeared be- fore the Board and requested the Board to make an appropriation for the improvement of the Old State Road south of Grand Rapiids. Commissioner O’Brien moved that -Thomas Hughes be given a job to dlear and grub one quarter mile of road beginning at the northwest corn- er of Section 16, Township 54, Range 26 and running east one quarter mile for the sum of $1 25 per rod,said road ‘to be cleared jand grubbed two rods wide. The motion was seconded by Commissioner Trebilcock and carried by unanimous vote. A petition was presented requesting the Board to take immediate steps to have the State Road between the Villages of Grand Rapids and Cohas- set gravelled. Upon motion said pe- tition was laid over to the next meet- ing. A communciation from John Oaks was then presented,in which communi cation he made an offer to dig an out- let ditch on the ‘Wawina Road south ‘8 Wiwana Station, for the sum of $1.10 per rod. Upon motion of Com- Missioner Trebilcock seconded by Commissioner Mullins said offer was accepted, by unanimous vote. A petition was presented for the organization of Township 53, Range 22. Upon motion the petition was laid over to the next meeting. A petition was presented request- ing the Board to make application to the State Public Examiner for an ex- amination af School District No. 6, by that office) Upon motion said pe- tition was laid over to the next meet- ing. Commissioner O’Brien moved that the sum of $250.00 be appropriated from the County Revenue Fund to the County Attorney’s Contingent Fund. The motion was seconded by Com- missioner King and carried by unan- imous vote. The Plat of “Hazelwood Cemetery” at Blackberry, was then presented to ‘the Board for approval. Said Plat being approved by the County Sur- veyor and also being accompanied by an abstract of title showing that the title to said land is vested in the Township of Blackberry. Upon motion of Commissioner Trebilcock second- ed by Commissioner O’Brien said Plat was approved and the County Auditor ordered to so certify the same. A petition was presented for the es- tablishment of a highway beginning at, the southwest corner of Lot 3, Section 19; Township 55, Range 23 and running thence south on range line tto the southwest corner of said Section 19. Commissioner O’Brien moved that a hearing be had upon said petition at the Court House, in Grand Rapids, on Monday the 11th day of July, 1910, at ten o’clock a..m.; that John P Trebilcock, Neil Mullins and M. Trebilcock, members of this Board, be a committee to exam- ine the route of said road; that said committee meet at the point of be- ginning of said road, on Thursday the 7th day of July, 1910, at three o'clock ‘p. m., for the purpose of ex- amining the route of said road; that said committee make report to this Board at the time set for hearing upon said petition; Further, that.said road and all proceedings in connection with the establishment of the same tbe designated and referred to as County Road No.78.The motion was seconded by Commissioner Mullins and carried by unanimous vote. It being the time set for hearing upon the application of J. J. McDon- ald for license to sell intoxicating liquor, at Swan River, the same was then taken under consideration. There being no objection filed or of- fered against the granting of said application, upon motion of Commis- sioner King, seconded by Commis- sioner O’Brien said application was granted by unanimous vote, and li- cense ordered issued. The hearing upon the petition for the establishment of County Road No 75 was then taken under considera- tion. The committee appointed to ex- amine the route of said road filed the following report: To the Board of County Commissior ers of the County of Itasca,Minnesota: The undersigned committee appoint- ed by you to examine the proposed route of a highway, as stated in the petition referred to {n your order of appointment made on the 5th day of Februdry, 1910, would respectfully re- port that we met at the time and place designated in your said order, and proceeded to examine the hiigh- way proposed to tbe established, viz: Beginning at the Southeast corner of Section 33,Township 54, Range 23, and running thence West on town line to the southwest corner of said Township, thence north on range line to the northwest corner of Lot 4, Sec- tion 19, of said Township 54, Range 23, and terminating at northwest cor- ner of Lot4,Section 19;Township 54, Range 23. And do hereby by the opinion of a majority of said Committee recom- mend that the prayer of the said pe- titioners be granted. Given under our hands this 2nd day of April, 1910. A. Commissioner Mullins moved that the report of the committee be ap- proved; That said highway be and the same is hereby ordered establish- ed, according to the committee’s re- port, and that the advantages and benefits to each description of land, ver which said road runs, be and the same are hereby assessed equal to the damags sustained. The motion was seconded by Commissioner King and carried by unanimous vote. Commissioner Mullins moved that the sum of $300.00 be appropriated from the County Road & Bridge Fund to the Town of Carpenter to aid said Town in the repair and construc- tion of roads and bridges. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. Upon motion the purchasing com- mittee was instructed to purchase a typewriter for the office of the Su- perintendent of Schools. The minutes of the last meeting were read and upon motion of Com- missioner Trebilecock, seconded by Commissioner King, were approved. The applications of the Deer River Lumber Company, First National Bank of Coleraine, B. N. Johnson and H. J. Jones for abatement of tax- es were approved and recommended to the Minnesota Tax Commission.
