An adjourned meeting of the Vil- lage Council was held at jthe Council room, and all members of the Council were present. t Moved and carried that orders be issued in the sum of $10,000.00 pay- able to R. S. Blome Co. on Third street pavement ‘contract. On motion duly made and carried the salary of the Village Recorder was raised to the sum of $1,200.00 for the current year. On motion the Council adjourned. W. C. [YANCEY, Village Recorder. Grand Rapids, Minn., October 27, 1909. A special meeting of the Village Council was held for the purpose of settlement of the R. S. Blome /Co. pavement contract, pursuant to due notice served on each member of the council. All members of the Council were! present. Moved and carried that orders be issued to R. S. A regular meeting of the Village Council was held at the Council rooms All members of the Council were pre- sent. Reports of the Village Treasurer and Justice Huson were read and ordered to be filed. Minutes of the last meeting were read and »~~rov- ed. On motion of Trustee LeRoux, duly seconded and carried by a full vote of the council, a resolution was adopt- ed, assessing [the benefits caused by the construction of the sewer on Hoff man avenue, from 11th to 9th streets and on 9th street from Hoffman ave- nue to Kindred avenue, and same was ordered to be ~~‘~hed accord- ing to law. Ordinance No. ¢/ entitled “An Or- dinance vacating that part of First street, from the west line of Kindred avenue to a point where the same ends fin the Mississippi river, and that part of Hoffman avenue from the north line of the south half of blocks 28 and 29, original Town of Grand Rapids, south to the south line of block 47 ‘~ said Original Town, and that part of Houghton from the north line of the south half of blocks 29 an@ 30, south to the south line of block 49 in said Original Town, all in the Village of Grand Rapids” was introduced by Trustee LeRoux and on motion duly made and carried same was placed on its first reading. On motion made and carried Ordinance No. ‘64 was advanced to its second reading. On motion made and car- ried Ordinance No. 64 was placed on its third and final reading, and pass- ed and adopted by a full vote of the Council. A petition for the apnointment of a Park Board was presented, and on motion same was laid over until the next regular meeting. [ Trustee Remer offered the follow- ing resolution and moved its adopt- ion: : “Whereas, a contract has been let for the »aving of Third street in this Villaga from a point 200 feet east of Leland avenue, west to the east side of Clough avenue with Rudolph S. Blome Company’s patented granitoid (concrete) pavement, including | a paved driveway 33 feet in width, to- gether with curbing and guttering and the necessary grading and ex- cavating therefor, and whereas, here- tofore an assessment was duly made and confirmed of 85 per cent of the estimated cost of said improvement; and, whereas said work is now com- pleted and said assessment hereto- fore made {has been found insuffi- cient to pay the same; and, whereas, of the excess of the cost of said improvement over [the amount of said first assessment, this Council deem the sum of $4,498.27 justly assess- able, as an additional and final assess- ment for said improvement, to and upon the real estate fronting on said improvement, on ‘the same basis and in the same proportions as said first assessment: Now be it resolved that the sum of $4,498.27 be and is hereby assess- ed against the real estate fronting on said improvement, as a final as- sessment therefor, and said assess- ment to be distributed among the various parcels of said real ‘estate on the same basis and in the same proportions as the first assessment for said improvement, and that the Village Recorder jbe and he is hereby instructed to make an assessment roll thereof in accordance with and containing the details provided | by section /1,343 of the G. S. of Minne- sota, for 1894, and report the same to this Council. The |above motion was seconded by Trustee LeRoux and carried by a full vote of the Council. Assessment roll, in ‘the matter of paving Third street, as to assessment of 15 per cent on abutting property is by the Village Recorder duly re- ported to the Council as such, ad- opted by it and filed. Trustee LeRoux offered the follow- ing resolution and moved its adopt- jon: Whereas, pursuant to resolu- tion at this meeting adopted and in accordance {therewith and with the provisions of section 1343 of the G. S. of (Minnesota for 1894, the Village Recorder of this Village has made and reported to the Council, an as- sessment roll of the final assessment nue, west to the east side of Clough avenue, as stated and provided in said resolution and whereas said as- sessment roll conforms to said — re- solution and is approved by _ this council. Now, be it resolved, that said as- sessment roll be filed with the Vil- lage Recorder, as and for the assess- ment roll of the final jassessment for the cost of said improvement, and that, as so filed, it be and is hereby adopted as the assessment roll for such assessment, and that the re- spective sums therein designated be and are hereby levied and jassessed against the respective parcles of prop- erty therein described, all of which property is found and determined to be benefited in. proportion to its frontage on said improvement for the full cost of said improvement to (the center of the street opposite said property; be it further resolved, that December 8rd, 1909, at eight o’clock Pp. m. at this council chamber, be and they are hereby fixed as the time and place when this Council will meet to review and confirm said as- sesssment, and that said assessment roll, with a notice in the form and containing the details provided by said section 1343, be duly published in accordance with law in the offi- cial paper of this Village. The above motion was duly second- ed by Trustee Remer and adopted by a full vote of the Council. Trustee Remer offered the follow- ing lresolution and moved its adopt- ion: Whereas, upon a petition therefor, duly signed and presented to this Council by three fourths of all the owners of real estate bounding both sides of that part of Third street proposed to be improved, this Coun- cil did duly advertise for bids and let and enter into a jcontract for the paving of that part of Third street, in this village, from a point 200 feet east of Leland avenue to the east side of Clough avenue, with Rudolph S. Blome Company’s patented grani- toid pavement, and the curbing and guttering of same, all in accordance with plans, specifications, resolutions and estimates therefor, duly made and filed; and, whereas, thereafter this Council has by due and legal proceedings made and confirmed an assessment upon each lot and par- cel of land front on said improve- ment and benefited thereby, of an aggregate amount equalling 85 per cent of the estimated cost of such improvement for the purpose author- ized by law; and, whereas, more than thirty days have expired since the confirmation of such assessment and the whole |thereof, and no objection thereto or to any part thereof has been madd or filed, and no part of said [assessment on any or all of said property has been paid; and, where- as, the total amount so assessed on the (property abutting said improve- ment is Twelve thousand Nine hun- dred and Twenty-eight Dollars, of which amount Nine thousand Six hun- dred Ninety-six Dollars is assessed on the property abutting said im- provement on the south side, and Three thousand Two hundred Thirty- two Dollars is assessed against the property abutting said improvement on the north side thereof: Now be it resolved, that the Vil- lage of Grand Rapids, Minnesota, is- sue its local improvements coupon bonds in the aggregate amount of Twelve thousand Nine hundred Twen- ty-efght Dollars, jor in such lesser aggregate ‘amount as this Council shall determine after considering bids submitted pursuant to this re- solution (reserving the right to di- vide said amount into two separate bond issues, one for said aggregate assessment against property abutting said improvement on the south side, and one for said aggregate assess- ment against property abutting said improvement on the north side, and also reserving the right to withhold from ‘sale any, either or all of said bond issues, or to reduce the amount of any or either of said bond issues in such sum or sums as may have been paid or may be deemed uncol- lectable on any or either of said as- sessments, all to be determined at th time of accepting any bid or bids submitted pursuant to this resolution) that each issue of bonds so determin- ed upon shall be divided into five equal series, payable, respectively, in one, two, three, four and five years from their date and drawing interest at a rate not exceeding six per cent per annum, payable semi- annually, all for the purpose of paying in part for the cost of the improve ment aforesaid, and such bonds to ‘be payable when due out of the funds and in the manner provided by law in such cases; that the [third day of December, 1909, at eight o’clock p. m. at the council chamber in the vil- alge hall in said village, be and they are hereby fixed as the time and place for'a meeting of 'this council foy the purpose of opening, considering and acting upon bids for such bond issue or issues as may then ‘be de- termined upon, in accordance here- with, which meeting may be adjourn ed from time to time before final ac- tion that such bids shall be received at the ‘office of the village recorder in said village up ito the time of said meet- ing, and bids so submitted may be alternative, to meet any or all of the contingencies hereinbefore provided to be determined upon, or may be for any part of any or either ‘of said pro- posed bond issues; that the right be and is reserved to reject any and all bids or to sell said bonds in separ- ate parccels to seperate bidders; that each ibid, before it shall be consider- ed, shall (unless waived by the coun- cil) be accompanied with a certified bank check in an amount equalling five ‘per cent of the amount of bonds covered by such bid; and that the village recorder be and is instructed to give notice fof the proposed issu- ance of saidj bonds, and of the time and place fixed for receiving, open- ing, considering and acting upon bids therefore, by publication thereof for three successive weeks nrior to said Meeting in the Grand Rapids Herald- ae hee St. Paul Pioneer » reby a “) bun . ignated for such ‘he foregoing motion | = onded by Trustee flehion’ and. pasoed ae sere by a full vote of the coun On motion the follo er wing bills hae Nimis & Nimis, wire -... ....$171 25 General Electric ‘Co., lamps and transformers .... 316 31 Henry Hughes {& Co., electrical supplies .. ...... 466 38 City Lumber co., cement ofr. os shane simes 4 00 John Beckfelt, parafine .. .. 2 50 N.
