OFFICIAL PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS Itasca County, Minnesota. Grand Rapids, Minn., Sept. 22nd, 1909. Pursuant to adjournment the Board of County Commissioners of Itasca County, Minnesota, met at the court house in the Village of Grand Rap- ids this 22nd day of September, A. D, 1909. All members of the Board present. The minutes of the last meeting were read. and upon motion of com- missioner Trebilcock, seconded by Commissioner O’Brien, were approved The bids for grading the state road north of Deer River were then open- ed and read as follows: Olaf A. Lind, for 45 cents per rod where no leveling has been done and 17 cents per rod where it is partly leveled L. O. $1,016.00. Isaac Hibbard, for $2,084.00. Cochran & Hunter, for $2,875.00. John Bergman, for $2,650.00. Wm. H. Pogue, for $4,000.00. Jasper M. Pogue, for $2.00 per rod. Wm. Smith for $1,950.00, including yerts, and $1,350.00 without cul- Sjolund, for the sum of Dan Mclsaac, for $3,400.00. Irvin J. Sombs, for $3,300.00. P. S. Kinney, for $1.15 per rod. Henry F. C. Kossow, for grading yst two miles $320.00; for the bal- ans@ $100.00 per mile. Cue bid not signed, $2,498.00. The bid of L. O. Sjolund, being the lowes? and best bid, Commissioner King moved that said bid be accept- ed and that a contract be entered into with said Sjolund for the im- provement of said road in accordance with the specifications and his bid and offer. The motion was seconded by Commissioner Trebilcock and car- ried by unanimous vote. Mrs. Andrew Erickson appeared be- fore the Board and requested county aid for the support of herself and family. Commissioner O’Brien moved that Mrs. Andrew Erickson and fam- y be allowed relief in the sum of 00 per month for the months of September, October, November and December, 1909, and that the County Auditor be instructed to issue his warrants monthly in favor of said M Andrew Erickson upon the County poor fund for the sum of 25.00. The motion was seconded Commissioner King and carried by unanimous vote. Commissioner King moved that Steve Billedeau be allowed relief in the sum of $20.00 per month for the months of September, October, Nov- vember and December, 1909. The County Auditor was instructed to is- sue his warrants each month upon! the County poor fund in favor of | said Steve Billedeau for said amount. The motion was seconded by Com- missioner O’Brien and carried by unanimous vote. Commissioner O’Brien moved that the Sheriff be instructed to go to Nashwauk and get the blankets and other supplies furnished by the Coun- ty for use at Nashwauk during the miner’s strike and that the same be delivered at the court house. Th® motion was seconded by Commission- er McWilliams and carried by unani- mous vote. The bids for the construction of county road No. 43 in township 57, range 27 and 57, range 26 were then opened and read as follows: Gust Hedquist, for the sum of $244.50. Manie Hedquist, $263.50. The bid of Gust Hedquist being the lowest and best bid, Commissioner O’Brien moved that said bid be ac- cepted. The motion was seconded by Commissioner King and carried by unanimous vote. The bids for the improvement of the race track at the county fair grounds were then opened and read as follows: Wm. Smith, for 24 cents per yard. Joseph Stevens, for 34 cents per yard. : Arscott & Benton, for 22% per yard. John O’Brien, 35 cents per yard for dirt moved not more than 300 feet and beyond that distance 45 cents per yard. M. Callahan & Owen Skelly, for 30 cents per yard, The bid of Arscott & Benton, be- ing the lowest and best bid, Commis- ioner McWilliams moved that said bid be accepted and that a contract be entered into with said Arscott & Benton for the improvement of said race track in accordance with plans fand specifications on file in the of- fice of the County Auditor. The mo- tion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioner King moved that a committee of three be appointed to exarmine and ascertain the repairs necessary for roads in township 148, range 27, The motion was sec- onded by Commissioner O’Brien and carried by unanimous vote. Commis- sioners McWilliam, O’Brien and Mullins were appointed as such com- mittee. It being the time set for hearing up- on the petitionfor the establishment of county road No. 67, in township 61-25, 62-25, 61-26 and 62-26, the same was then taken up. The committee appointed to examine the route of said road having been unable to at- tend at the time and place specif¥ ed in the notice of hearing, Commis- sioner McWilliams moved that a re- hq@awing be had upon said petition at the court house, Grand Rapids on Wednesday the 16th day of Novem- for the sum of cents {being that Neil Mullins, M. O’Brien and A. McWilliams, members of this Board be a committee to examine the route of said road; that said commit- tee meet at point of beginning of said route on Wednesday the 3rd day of November, 1909, at 10:00 o’clock A. M., for the purpose of examining the route'of said road and that said com- mittee make report to this Board at the time set for hearing upon said petition and that the County Audi- tor cause the proper notices to be posted as provided by law. The mo- tion was seconded by Commissioner O’Brien and carried by unanimous vote. Commissioner King moved that a yommittee of three be appointed to examine the bridge across Deer Ri- ver near the Brook’s farm. The mo- tion was seconded by Commissioner O’Brien and carried by unanimous yote. Commissioners King, O’Brien and Trebileock were then appointed as such committee. An adjournment was then taken to 1 o’clock P. M. Pursuant to adjournment the Board again met at 1 o’clock P. M. Members present: Commissioners Mullins, O’Brien, Trebileock and McWilliams. The County Auditor was instructed to advertise for bids for the con- struction of a portion of county road No. 12, known as the Carter Road. Beginning at the northeast corner of section 33, township 56, range 26, and running then south on section line one-half mile; thence east on quarter line 67 rods. Also that part of said road running across lot 2 of section 8, township 55, range 26, {chq bids to be opened at the next meeting of the Board. Commissioner O’Brien moved that the sum of $300.00 be appropriated from the county road and bridge fund to the town of Blackberry, to said town in the repair and construction of roads and bridges. The motion was seconded by Commissioner Mc- Williams and carried by unanimous vote. Commissioner O’Brien moved that the County Attorney be instructed to notify Great Northern Railway {Company to put in a road crossing at (Blackberry. The motion was sec- onded by Commissioner Trebilcock and carried by unanimous vote. A petition was presented request- ing the Board to erect and maintain a dam at the outlet of Wabana lake in order to maintain the uniform stage of water on Wabana and Trout lakes. Commissioner McWilliams moved that said petition be laid over to the next meeting and that the Same be referred to the County At- torney. The motion was seconded by Commissioner O’Brien and carri- ed by unanimous vote. A petition was presented for the establishment of a highway on the range line between townships 55-25 and 55-26. Upon motion of Commis- ioner Trebilcock and seconded by Commissioner O’Brien, the same was laid over to the next meeting. J. F, Sundloff presented to the Board for approval the plat of the Marcell cemetery. The said plat not properly certified no action was taken thereon. ‘ It being the time set for hearing upon the application of Ross Walley for a license to sell intoxicating li- quors upon lot 8, block 5, plat of Wirt the same was then taken under con- sideration. There being no object- ions filed or offered against the granting of said application, Commis- ioner O’Brien moved that said appli- cation be allowed and that license be issued *to said Ross Walley. The motion was seconded by Commis- sioner McWilliams and carried by unanimous vote. The petition of Iver J. Ophus for the refunding of taxes twice paid to the County Treasurer, was then pre- sented. Commissioner O’Bbrien mov- ed that said petition be granted; that the County Auditor be instruct- ed to issue his warrant in favor of said Iver J. Ophus for the sum of $18.98. The motion was seconded by Commissioner McWilliams and carri- ed by unanimous vote. All applications for refundment of liquor license money; ‘catiéns for abatement of taxes were laid over to the next meeting. Commissioner McWilliams moved that the chairman appoint one of the members of the Board to go to the office of the State Board of Con- trol with the architect relative to the plans and specifications for the en- largement of the county jail. The motion was seconded by Commission- er O’Brien and carried by unanimous vote. Commissioner Trebilcock was then appointed as such committee. A petition for a highway in town- ship 150, range 27 was laid over to the next meeting. The motion was seconded by Commissioner O’Brien and carried. by unanimous vote. Commissioners O’Brien, Mullins and MeWilliams were apointed a com- mittee to examine County Road No. 56, known as the Voigt road in town- ship 57, range 26. Catherine Hoolihan made applica- tion for the loan under Chapter 202 of the General Laws of 1905. Commissioner Trebilcock moved the adoption of the following resolution: “Whereas, Catherine Hoolihan has made application to this Board for a loan of $10,000, from the bond re- demption fund of this County, in ac- cordance with the provisions of Chap- ter 202 of the General Laws of 1905, for a period of two years, offering to pay interest annually at the rate of five per cent, and offering as se- curity a first mortgage upon the fol- lowing improved real estate situated in the County of Itasca, Minnesota, and described as follows: SW% of NE%, NE% of NW% and NW% of NW% of section 22, township 55, range 25; also an undevided one- third (1-3) interest in and to lots 2 and 4 of section 34, township 55, range 26. “And whereas, there is in said fund at this date the sum of $32,- 427.98, of which amount the sum of | more than $10,000.00 will not be re- quired for the payment of matured} bonded indebtedness of said county until the year 1914; “And whereas, this board is satis- fied that the market value of the above described real estate, exclusive of the value of the structures there- on, is: more than $20,000.00, and that it is for the best interests of tke county that the said amount be in- vested in said first mortgage security; “Now therefore, be it resolved that said loan be made, and that the sum of Ten Thousand Dollars ($10,000.00) of the Bond Redemption Fund of this County be invested in a first mort- gage upon the above described real estate, for a period of two years from this date, interest to be paid an- nually .at the rate of five per cent per annum. “Be it further resolved, that the County Auditor be instructed to issue a warrant for the said amount upon the execution and delivery by said Catherine Hoolihan of a promissory- note and first mortgage upon the said real estate, together with an ab- stract of the title to said real estate, the same to be approved by the County Attorney.” The motion for the adoption of the resolution was seconded by Commiss- ioner O’Brien and said resolution was adopted by unanimous vote.
