Ponti appeared before the board and made claim for $25.75 for rent of building, light and wood for pri- mary and general election, and it ap- pearing that order No. 389 had been issued for $15.75 and said order hay- ing been lost, the bill for $25.75 was allowed, and warrant was ordered is- sued upon contingent fund for $10.00 balance due, and one for $15.75 in lieu of Order No. 389 lost, the clerk being instructed to hold| delivery of said warrants until M. Ponti had made and delivered a bond to the township in the sum of $50 to indemnify the township in case warrant No. 389 should be presented for payment and have been cashed by an innocent purchaser. Upon motion duly made and car- ried, the chairman and clerk were authorized to enter into a contract with Kremer & King for the lease of lot 4, Section 4, Town 55, Range 25, for a term of five years, the town to pay the sum of $25.00 per year for same, in advance, together with the taxes assessed against said land during life of lease, said lease to provide that said town shall have use of all rock on said lands nec- essary for use upon roads and streets in said township. The clerk was instructed to issue a warrant upon the contingent fund in favor of Kremer & King for $25.00 first pay- ment account of said lease. The offer and tendure of the Austin-Western Manufacturing Co. to sell the township a Springfield rol- ler for $1,000.00, the town to pay freight from Duluth upon same was accepted, payment to be made Nov. 15th, 1909, and roller to be delivered to town in first-class shape, new flues to be placed therein. The clerk and chairman were authorized to issue warrants on the Contingent fund for the amount of the freight when machine arrived, if satisfactory, and one for the purchase price to be due not before November 15th, 1909, and to draw no interest until after saidj date. It being the time for the consid- eration of the laying out and estab- lishing of that certain proposed wa- gon road and public highway com- mencing at the corner of sections 29, 30, 31 and 32, of township 55 north of Range 25 west of 4th P. M., thence east on section line a dis- tance of one-half mile to the one- quarter posts of sections 29 and 32, thence north on the one-quarter line of Section 29 a distance of three quarters of a mile to the one-six- teenth post No. 2 of Section No. 29, in Township No. 55 north of Range 25 west 4th P. M. there to intersect an established and maintained public highway known as the Pokegama Jake road and there to terminate. Said road to extend one rod on each side of the line as hereinbefore de- scribed, and the board as a whole having made personal examination of the route proposed, and said board beiag of a unanimous opinion that said road be established and laid out, and the board of appraisers hav- ing filed award of damages in con- nection with the laying out and es- ment of said road, upon motion of Supervisor McEwan, seconded by Supervisor McDonald, and carried by a unanimous vote, final order was ordered issued and said road be de- clared pre an Upon motion jupervisor McEwan seconded by Supervisor McDonald and carried by a unanimous vote war- rants were ordered issued upon the contingent fund in favor of George Hewis for $35.00, and to Aaron T. Bliss for $1.00 for damages in con- nection with the laying out of the Garling road, the board of apprais- ers having made such awards. Upon motion of Supervisor McEwart seconded by Supervisor McDonald and carried by unanimous vote the plans and specifications for the Lilly lake state road, the Garling road the Hill City road were accepted, and the clerk was instructed to ad- vertise for the receiving of bids for the building of said roads up to and including the hours of two o’clock on the afternoon of Monday, August 30th, 1909. : Upon motion’ of Supervisor Mc- Donald, seconded by Supervisor Mc- Ewan, and carried by a unanimous vote it was decided to erect a tool house covered with Numbered 28 galvinazed steel said tool house to be 30x60 feet in size, with 12 foot posts, and to be erected up- on lots 13 and 14, of block 28, Grand Rapids First Division. Said building to be completed according to the specifications on file in the Clerk’s office, and to be completed within thirty days after awarding the con- tract. The contract to provide for payment thereof not before November 15th, 1909, and the clerk was instruct: ed to advertise for bids for the er- ection thereof up to and including two o’clock in the afternoon of Monday, August 30th, 1909. Pursuant to adjournment a meeting of the Board of Supervisors of the Town of Grand Rapids, Itasca county, Minnesota, was held at the Town hall in the village of Grand Rapids, in said township, county and state this 14th day of August, 1909, at 8 o’clock p.m. Present—Supervisors McDonald and McEwan, Chairman Nisbett and Clerk McMahon, constituting a full board. The minutes of the meeting held August 12th, 1909, were read and up- on motion duly seconded and carried, were approved. Discussion was had as to the faulty publication of the advertisements for bids in the matter of the issuance of the $6,500 Road and Bridge Bonds and Supervisor McEwan offered the following resolution and moved its adoption, viz: “Whereas, the voters of the Town of Grand Rapids, in the county of Itasca and state of Minnesota, did on the Twentieth (20) day of July, A. D. 1909, at a special Town meeting and election duly called according to law for that purpose, vote in favor of the issuing of the bonds of the town- ship of Grand Rapids in the sum of Six Thousand Five Hundred dollars ($6,500.00) for the purpose of build- ing roads and bridges and purchasing the necessary material and apparatus therefor, in the Town of Grand Rap- ids, Now, Therefor, the Clerk of said Town of Grand Rapids is hereby di- rected and instructed to advertise in the Grand Rapids Herald-Review a legal newspaper printed and pub- lished in the village of Grand Rapids, in the county of Itasca and state of Minnesota, and also in the Pioneer Press; a legal newspaper printed and published in the Capitol of the state of Minnesota, that is to say in the city of St. Paul, in the county of Ramsey and state of Minnesota, for at least three successive weeks, for bids for the purchase of said bonds, such bids to be received by the Board of Supervisors of said town of Grand | Rapids up to and including the 9th day of September, 1909, on which day at the hour of 2 o’clock in the after- noon the Town Board will meet to consider said bids and, sell said bonds to the highest bidder for cash. Further, that said clerk in said ad- vertisement make a proviso that a certified check for 10 per cent of the bid shall accompany each bid and tendure to purchase said bonds, and, Further, that the Board of Super- visors reserve the right to reject any and all bids.” Supervisor McDonald seconded the motion to adopt the resolution, and upon the roll being called the follow- ing! vote was had, viz: “Ayes”—Supervisors McDonald and McEway and Chairman Nisbett. “Nays”—None. Whereupon Chairman Nisbett de- -clared the motion to adopt the re- solution carried, and declared the re- solution adopted. The meeting then adjourned until August 30th, 1909, at 2 o’clock p. m. Grand Rapids, Minnesota, at $27.60 was ac- cepted, and contract awarded to said company. On motion duly made and carried the following resolution was adopted: Resolver by the Village Council of the Village of Grand Rapids, Minne- sota, that the following amounts be levied and hereby are levied upon all the assessable property of, said Village, as taxes for the current year, viz: For general corporation purposes, $3,000.00, for lighting street: and public buildings $3,000.00, for hy drant rentals, $3,200.00, for Public Library, $1,200.00, interest on water- works bonds, $1,330.00, for interest on light bonds, $1,250.00 for interest on funding bonds, $1,060.00. On motion duly made and carried, September 30th, 1909, at 8 o’clock p. m. was fixed as the time for hearing for assessments of benefits caused by the construction of pavement on Third street in the Village, and notice of such meeting and hearing was ordered to be published accord- ing to law. Grand Rapids, Minn., September 14, 1909. An adjourned meeting of the Vil- lage Council was held at the Council room at 8 o’clock p. m. President Bossard, Trustees Leroux and Remer and Recorder Yancey responded to Tpll call. Trutsee Remer offered lowing resolution and moved option. Whereas, pursuant to resolution duly adopted by this council on Aug- ust 30, 1909, this council met on Sep- tember 13, 1909, for the purpose of receiving, opening and _ consider- ing bids for the paving of Kindred avenue in this village from the north side of Second street to the south side of Fourth street, with Rudolph S. Blome Company’s patented gran- itoid (concrete) pavement, together with curbing and guttering and the necessary excavating therefor; and, whereas, the matter of considering such bids was posponed to Septem- ber 14, 1909, at 8 o’clock p. m., and whereas the bid of Rudolph S. Blome Company is as follows; Paving $2.00 per square yard, excavating 25c per eubic yard, curbing and guttering 55c per lineal foot, and whereas said Rudolph S. Blome Company has com- plied with all the requisitions of said resolution and the plans and speci- fications therein referred to and the provisions of law applicable thereto, and have agreed to furnish a license to said village from the patentee of said pavement to lay and relay the same for all time hereafter, free from all claims of Royalty, and to guarantee to the satisfaction of the Council the performance of said work the fol- its ad- ‘|and have agreed that ‘all work done in connection with crushing rock for said improvement shall be done in the town of Grand ,Rapids; and whereas said Rudolph S. Blome Company for the making of said improvement and do- ing of said work, furnishing the ma- terial, is accepted; that the presi- dent and recorder, be and they are hereby authorized and directed, on behalf of said village, to enter into and execute! a contract with the Ru- dolph S. Blome Company in accord- ance herewith; and that the amount of the bond of said Rudolph S, Blome Company in connection with said con- tract be and it is hereby fixed atthe sum of$8,000.00, said bond to be con- ditioned in accordance with law, and the resolutions, plans and _ specifi- cations of the village in connection therewith, and to be executed by said Rudolph S. Blome Company as prin- cipales and by a surety company, duly authorized to transact business in the state of Minnesota, as surety. The said motion was seconded by Trustee Leroux and put to a vote. A majority of the members of the coun- cil voting in favor of the same, said motion was duly carried and said resolution adopted, and so declared. __ The policemen of the Village were instructed to keep the village hall locked at all times when not in use and to keep the hall and council room clean. On motion duly made and carried the rentals to be charged for the hall, including license, for shows, was fixed in the sum of $10 for each performance. Resolution. Whereas, the sewer ordered’ to be constructed on Ninth street between Kindred avenue and Hoffman aven- ue and thence along said Hoffman avenue to Eleventh street in the vil- lage of Grand Rapids, Minnesota, by resolution duly adopted on June 14, 1909, by the village council of said village, was not fully nor any part thereof done and completed within the time and in the manner prescrib- ed by said resolution; and, whereas upon the expiration of the time fixed by said resolution for the completion of said sewer, the village council did cause same to be done bv contract let to the lowest bidder, and, where- as, said sewer has been duly com- pleted and approved: Now be it resolved, that at the Council Chambers in said village on the 11th day of October, 1909, at 8 o'clock p. m., the village councik of the village of Grand Rapids, Minn., will hear testimony of all persons in- terested or affected, and ascertain the amount of benefits to property fronting said sewer, by reason of the construction thereof; and, further that this resolution shall be duly served on or before September 22, 1909, upon the owners of all lots, parts of lots and parcels of ground fronting the said sewer improvenient, and whose names duly appear with their respective holdings in said re- solution adopted June 14, 1909, as aforesaid, said service to be made in accordance. with the statutes in such case made and provided. Passard and E. R. Browne & Co. On motion duly made and carried, the bid of E. R. Browne & Co. being as follows: “Furnishing all mater- ial and laying said sewer, $1.35 per lineal foot, building manholes, $85.00, each, placing catching basins, $35.00 each,” was accepted, and contract awarded to said E. R. Browne & Co. The bond of said E. R. Browne & Co. in connection with said contract was fixed in the sum of $400.00 On motion the council adjourned, W. C. YANCEY, Recorder.
