Grand Rapids, Minn., August 16th, 1909 Pursuant to adjournment the board of County Commissioners of Itasca county, Minnesota, met at the court house in the village of Grand Rapids, this 16th day of August, A. D. 1909, at 10 o’clock a. m. ‘Members present: King and O’Brien. _ An adjournment was then taken to 1:30 p. m. Pursuant to adjournment, the Board again met at 1:30 o'clock p. m. ‘All members of the Board present. Commissioner Trebilcock moved that the sum of $25.00 be appropriat to be expended under the direc- jon of W. D. Leeman in the improve- ment of a portion of the old Bigfork read. The motion was seconded by Commissioner O’Brien and carried by unanimous vote.. It being the time set for hearing upon the petition to detach certain territory from the town of Trout Lake and attach the same to the town of Iron Range, the same was then taken under consideration. Com- missioner O’Brien moved the adop- tion of the following resolution: State of Minnesota, County of Itasca —88.4 i Resolution detaching certain _ter- ritory from the town of Trout Lake and attaching said territory to the town of Iron Range all in Itasca county, Minnesota.. Whereas more than two-thirds (2-3) of the qualified voters residing in the town of Trout Lake, Itasca county, Minnesota, did in writing petition the Board of County Commissioners in and for Itasca county, Minnesota, to detach certain property, to-wit: The northwest quarter (NW%) of section number six (6) , township number fifty-five (55), range twenty-four (24) west of the Fourth Principal Meridian and located within the limits of said town of Trout Lake, from said town of Trout Lake, and to attach the said described property to and make the same a part of the town of Iron Range) in said county, and Whereas, said petition was duly presented to the Board of County Commissioners in and for said county on July 12th, 1909, and Whereas, said Board of County Commissioners caused to be given due notice of a hearing for the con- sideration of said petition, to be held on August 16th, 1909, by posting copies of said notice with copies of said petition for more than 30 days, in each of said towns affected by said proposed change and further by service of copies of said notice and copies of said petition upon the re- spective clerks of said towns to be affected thereby, and Whereas, it appeared that 30 days notice of said hearing has been duly given as required by law, and Whereas at the time set for said hearing on said petition no objections were made by’ anyone, and Whereas it seems to be for the best interests of said towns and of the people therein that said petition should ba granted, It is therefore resolved by the Board of County Commissioners in and for Itasca county, Minnesota, that said petition be and the same is hereby granted and it is hereby ordered that the following described property, to-wit: The northwest quarter of section number six (6) of township number fifty-five (55) range number twenty-four (24) west of the Fourth Principal Meridian, and located in the town of Trout Lake, in said county, be and the same is hereby detached from said town of Trout Lake and attached to and made a part of the town of Iron Range in the county of Itasca and state of (Minnesota. Commissioners (Seal¥ The motion for the adoption of the foregging resolution was seconded by Commissioner Trebilcock and carried by unanimous vote. The County Auditor was instructed to advertise for bids for the con- struction of County Road No. 48, be- ginning at the east quarter post of section 25, township 57, range 27 and running thence east and south a total distance of 180 rods, said road to be cut and cleared 2 rods wide and to be grubbed and graded 16 feet wide. Commissioner ,King moved that the sum of $300.00 be appropriated from the County Road and Bridge Fund to the town of Goodland to aid said town in the repair and construetion of roads and bridges. The motion was seconded by Commissioner O’Brien and carried by unanimous ite. veCommissioner Trebilcock moved that the chairman appoint a commit- tee to inspect the work done by John Sutherlund under his contract upon county road No. 54. The mo- tion was seconded by Commissioner O’Brien and carried by unanimous yote. The chairman then appointed Commissioner Trebilcock, O’Brien and Mullins as such committee. Commissioners King, McWilliams and O’Brien were appointed a com- mittee to inspect the work done by Hunter & Cochrane under their con- tract on County Road No. 44. The bids for grading County Road No. 21 were then opened and read as follows: id Fred Martin, for 50c per rod. Jasper M. Pogue, for 65c per rod. P, Kinney, for $1.25 per rod. Also offering to make any ‘cuts necessary for 9c per cubic yard. “Arscott & Benton, $1.20 per rod. C. S. Brock, for $1.65 per rod and 35¢ per yard for cutting down hills. Charles Point, for cutting down hills 15c per rod. Henry Volke, to complete said road for a total of $1500.00. Herman Gran, to complete said road for a total’ of $1399.00. The bid of Fred Martin being the lowest and best bid, Commissioner King moved that said bid be accept- ed. The motion was seconded by Commissioner Trebilcock and carried by unanimous vote. Fred Martin was present and in addition to his bid of 50c per rod for grading he offered to make necessary cuts on hills for the sum of 9c per cubic yard. Upon motion of Com- missioner King, seconded by Commis- sioner Trebilcock, said offer was ac- cepted. © The bids for the improvement of that part of the State road No. 1 between the villages of Grand Rapids and Cohasset were then opened and read as follows: Arscott & Benton, bid No. 1, to complete said road and put in eight galvanized iron culverts, all grading and grubbing to be done in accor- dance with plans and specifications for the sum of 26c per cubic yard. Bid No. 2, to put in said culverts and complete said road except that the fill shall be one-half the depth called for in the specifications, for the sum of 23c per cubic yard. Pid No. 3, to build said roads and put in said culverts same as plaas and specifications but only following the natural raise and fall of the road except at three certain places in each of which 1,000 yards of dirt will be placed for the sum of $3,117.75. M. Callahan & Owen Skelly, to complete said road in accordance with plans and specifications for the sum of $3,100.00, and will put in five culverts not marked on profile, or to build said road for the sum of $2,200.00 but with less cut and fill than shown by the specifications. Commissioner O’Brien moved that the bid of M. Callahan & Owen Skel- ly to complete said road for the sum of $3,100.00 be accepted. The motion was seconded by Commissioner Mc- Williams and carried by unanimous vote. John O’Brien submitted a proposal for remodeling the race track at the County Fair Grounds for the sum of 40c per cubic yard. Commissioner Trebilcock moved that the County Auditor advertise for bids for completing said race track according to plans and specifications prepared and filed in the County Auditor’s office. The motion was seconded by Commissioner O’Brien and carried by unanimous vote. The County Auditor was instructed to advertise for bids for grading that portion of State road No. 1.running across the bog north of Deer River and for putting in necessary culverts on said piece of road. Commissioner-O’Brien moved. that the County Auditor be instructed to issue a warrant upon the county Poor ‘Fund for the sum of $20.00 in favor of {Andrew Erickson for the relief of said Erickson and his family. The motion was seconded by Commission- er King and carried by unanimous vote: The hearing upon the petition for the organization of a new school dis- trict in township 60 and 61 of range 22 was then taken up. Commissioner O’Brien moved that said petition be rejected. The motion was seconded by Commissioner McWilliams and carried by the following vote: “Yea” Commissioners O’Brien, McWilliams and Mullins. “Nay” Commissioner Trebilcock. Commissioner King not voting. Commissioner King moved that an approprietion of $300.00 be made from the County Road and Bridge Fund to each of the towns of Nore and Alywood, to aid said towns in the repair and construction of roads and bridges. The motion was second- ed by Commissioner O’Brien and car- ried by unanimous vote. It being the time set for hearing upon the application of Frank Payne for license to sell intoxicating liqu- ors, upon the SE% of NW%, of sec- tion 2, township 144, range 26, the same was then taken under consider- ation. There being no _ objections filed or offered against the granting of said application, upon motion of Commissioner O’Brien, seconded by Commissioner McWilliams, said ap- plication was allowed and license or- dere@ issued. The application of the town of Sand Lake for road and bridge appropria- tions was laid over. Commissioner King moved that the County Surveyor be instructed to make a survey for a road from Whitefish Lake, township 149, range 26, and running south.and west to connect with the Bena road near Cut- foot Sioux. The motion was seconded by Commissioner Trebilcock and car- riedrby unanimous vote. Commissioner Trebilcock moved that Anna Johnson be sent to the Sanitarium at Walker for treatment as soon as she can be admitted. The motion was seconded and carried. The matter of the relief of Alfred Sairuce in township 148, range 27, was referred to Commissioner King. All applications for refund of liquor license money, also all applications for abatement of taxes were laid over to the next) meeting. The petition for a highway in townships 58 and 59, range 22, was laid over to the next meeting. The minutes of the last meeting were upon motion made and carried approved. Herald-Review Aug 18 Sept 22 Notice of Sale of Township Bonds Notice Is Hereby Given, that, pur suant to resolution this day adopted by the Board of Supervisors of the Town of Grand Rapids, Itasca County Minnesota, and to the vote of the electors of said Town voting at a special election duly held for that purpose, all duly authorizing the same, said Town of Grand Rapids will issue and sell its negotiable bonds for the following purpose and in the following amount, as follows, to-wit: Six thousand and five hundred dol- larg, ($6,500.00) to be known and called Road and Bridge Bonds to be in the sum and denominations of Five hundred dollars ($500.00) each, such bonds to be thirteen in number, all bearing date, the 1st day of July, A. D., 1909, and payable fifteen years from date of issuance, to-wit: From the ist day of July, A. D., 1909 all with interest at a rate not to ex- ceed five per cent per annum, inter- est payable semi-annually, as the most favorable bid therefor may provide. Said Road and Bridge Bonds with interest thereon to be payable at any bank the purchaser may desig- nate in the City of. New York, or elsewhere. Notice Is Hereby Given that the Town Board of said Town will meet on the 9th day of September, 1909, at 2 o’clock, p. m., at the Town Hall in the Village of Grand Rapids, in said Town, County and State, for the purpose of opening and considering such bids as may be offered for such bonds, and that such bids will be re- ceived at the office of the Town Clerk in the said Village of Grand Rapids in said County and State, up to the hour of 1:30 o'clock, p. m., of said day of meeting, that before any such bids will be considered for either of said issue of Bonds, or any portion thereof, such bid or bids must be accompanied with a cer- tified check payable to the order of the Treasurer of said Town for at least the sum of Ten per cent of the amount of their bid on Road and Bridge Bonds; such certified checks to be as a guarantee of the performance of said bid or bids if accepted: by said Board.
