April 13, 1909, Pursuant to call the Town Board of the Township of Grand Rapids met this 13th day of April. 1909,at town hall at 2:3) p. m. Upon motion made and carried the reading of the minutes of the preceding meeting were dispensed with, Upon roll call the following members an- swered present: Chairman Nisbett, Super- visors McEwen and McDonald and Deputy Clerk John E, McMahon. The public affairs commit Sppolnten by the commercial club, consisting of Messrs. Powers, Hughes, Millaney, Bossard and Dick- inson appeared before the town board a this time in reference to outstanding indebt- edness of the township. The advisability of issuing bonds to pay off such indebtedness, fogether with coatem- plaved road work for the ensuing year, was discussed at some length by committee and members of the town board. Supervisor McEwan offered the following resolution and moved its adoption: “Whereas, The amount of indebtedness of the Town of Grand Rapids, in outstanding orders, together with the estimated amount of road work to be completed this year ag- gregates the sum of $20,000, and that it is deemed advisable to float bonds in such sum as will cover this amount; therefore, be it “Resolved, That it isthe unanimous opin- jon of the supervisors of the township of Grand Rapids that it is to the best interests of tne tax payers of this town to issue its bonds in the amount of $20,000 to cover the amount of outstanding orders, together with accumulated interest thereon; also, the amount estimated to be necessary for the construction und repair of roads for the pres- ent year, as follows: $1,500 for the opening and improvement of the Huntley road ; $3,000 for the opening and improvement of the La- prairie and Cohassec road; $1,500 for the opening and improvement of the Bovey und Pokegama Lake road; $500 for the openin, and improvement of the Blackberry ro: and $1,000 for the purchase of road machii ery. und the amounts mentioned above be expended under the direction of the Grand Rapids Commercial Club. Be it further “Resolved, That no steps be taken towards the issuance of said bonds until a copy of this resolution shail baye been submitted to and approved by the Grand Rapids Com- mercial Clab,” The resolution was duly seconded by Super- visor McDonald and carried unanimously. Resolution as adopted met with the ap- proval of the committee present, and a copy of the resolution was delivered to the chair- man of the committee. to be presented at the next meeting of the commercial club for action. Supervisor McEwan moved that the deeds covering right-of-way of Huntley road be ac- cepted and filed with the register of deeds Tor record. The motion was seconded by Supervisor McDonald and carried unanimously. Supervisor McEwan moved that Road Overseer Bowden be instructed to endeavor to locate stump machine and scraper, the Same having been tuken without permission. The motion was seconded by Supervisor McDonald and carried. The regular meeting of the vilage council was held at the council room and all members of the council responded to roll call. The minutes of the previous meeting were read and approved. Reports of the Village Treasurer and Jus- tice Huson were read and ordered to be placed on file. On motion duly made and earried. liquor licences were granted to J. F. Grant, John Hepfel, Henry Logan, John Beaudry, D. M. Gunn, L. R, Root, this being the time set for hearing applications therefor. On motion the policemen were instructed to enforce the curfew ordinance, The bond of the village treasurer was pre- sented and on motion same was accepted and approved. Moyed and carried that the members of ihe fire department be paid the sum of $10 each. Petitions signed by more than three-fourths ofthe property owners on Third street, be- tween Barrows avenue and Winnipeg ave- nue; and on Leland avenue, between Second and Third streets, praying that said streets be paved with Macadam, were presented and, on motion, the recorder was instructed to request the Duluth Engineering Co, to send a representative to Grand Rapids for the pur- pose of giving such information relative to paving as may be required. A petition for a water main on Sleeper ave- nue, from Sixth to Eighth streets, and on Righth street, between Kindred and Sleeper avenues, was presented and, on motion, the same was referred to the light and water committee. Applications for the positions of street commissioner and village attorney were laid over until the next meeting. The matter of placing guard rails about the engines in the power honse was laid over until next meeting. Moved and carried that the village re- corder notify the saloon keepers, in writing, to conduct their saloon business according to law. The police committee was instructed to make an arrangement with Sheriff Riley for the care of the village prisoners, On motion made and carried, the attorneys of record in the case of John Hepfel vs. The Village of Grand Rapids, Minn., were in- structed to proceed in accordance with the recommendations contained in their report.
