Wemaus, jsources are to be the Court Will not be Self- + of Promoters. ‘ The movement for the establish- ing of a municipal court for the Rapids, which has been under con- sideratipn for some time past has been the occasion for considerable talk and comment during the past week..and .has- caused. the. . village, council to hold several sessions dur- ing the week. ; On Saturday last a resolution was presented at the council meeting providing forthe establishment of the court and the fixing of the judge’s salary at $720.00 per annum. The court would also require the services of a clerk, provisions being made for his income from fees; the meeting was adjourned iodefinitely, but an- other meeting was called for Monday evening when owing tothe absence of some members of the courcil, an adjournment was taken till tonight. sounding the sentiment of the people most interested has spent some time during the past week in interviewing and securing .the views of men who have witnessed the results of like institutions in other cities and vill- ages and the balance of opinion seems to be 16 favor of the court. The dissenters hold that the court would not be self-sustaining and would consequently burden the yiliage with an extra financial load, while those in favor of the project argue that the fines collected will more than cover the cost of establishing and taining the institution; the numer- ous benefits accuring more thao compensating for its cost if not self- sustaining The proposed court can “be estab- lished only by a four-fifths vote of the council, which body prescribes numberof judges and other officials and fixes the salaries and compensa- tion of the Fines and moneys received by court from turned over to me. the the village treasury. The proceedure in municipal court is the same as in district court, but has the advantage of bringing a case to trial within a month of the time of seryice of papers while in the dis- trict court the same case might be delayed for months. Its jurisdic- tion too in civil cases extends to any cases involving 500,00 or less, under the statutes a justice court can only try cases in which $100.00 or less is involyed. In criminal cases the proposed court would have jurisdiction over cases arising in village for which the penalty was 90 days in the county jail orless or a tine of $100.00 or less and would have a right to try like cases arising in the county and outs the city.
