Washington, Feb. 7.—The advocates of a fourteen-foot channel for the Mis- sissippi river from Chicago to St. Louis and the gulf met defeat yester- day when the house, in committee of the whole, having under consideration the river and harbor appropriation bill voted to stand by the recommendation of the committee in opposition to the project. The Indian appropriation bill was again the sole topic of discussion by the senate yesterday, and but little progress was made. Washington, Feb. 8—The Indian ad- propriation Dill received rough han- dling at the hands of the senate yester- day. ‘The amendments of the commit- tee, and especially those suggested by the special committee which went to the Indian Territory last summer to investigate conditions there, were nearly all rejected on points of order. The provision which allowed full-blood Indians of the Indian Territory to sell their surplus land was defeated. The coal lands amendment, allowing the surface of the coal lands in the Indian Territory to be sold was ruled out of the bill on a point of order. The house completed and passed the river and harbor appropriation Dill, carrying more than $83,000,000. A bill amending the denatured alco- hol bill was passed. The naval appropriation bill was taken up and made the continuing or- der. Washington, Feb. 9. — The senate yesterday passed the Indian appropri- ation bill, which has been the subject of consideration throughout the week. Senator Frazier made an address on the subject of states’ rights, after which the army appropriation bill, car- rying a total of $81,500,000, was taken up. Senator Nelson said he would move Saturday for the consideration of the bill granting the government the right of appeal in criminal cases. A new high record in the way of the passage of private pension bills was made by the house yesterday, when 725 bills were passed in an hour and a half. The naval appropriation bill, carry- ing $95,426,000, was taken up. Washington, Feb. 11. — The house having been informed of the death ot Representative John F. Rixey of Vir ginia, it adjourned Saturday shortly’ after convening, out of respect to the memory of the deceased. The army appropriation bill and me- morial exercises for the late Repre- sentative Marsh of Illinois occupied the entire day in the senate. Discus- sion of the army appropriation bill was unusually interesting for the reason that it branched off on American occu- pation of Cuba, the plans for the equip- ment of state militia with regulation arms and the proposed authorization to the war department to. accept re- duced fare or free transportation of troops and supplies. ‘ Washington; Feb. 12. — The senate yesterday passed the army appropria- tion bill carrying $81,000,000. The amendment which permitted the gov- ernment to accept reduced rates on army supplies and permitted officers and enlisted men to accept reduced transportation was defeated by a point of order interposed by Senator Me- Cumber after the day had been spent in its discussion. An amendment of- fered by Senator Dick increasing by 20 per cent the pay of officers and enlist- ed men was defeated by a point of or- der by Senator Hale. Bills relating to the government of the District of Columbia were consid- ered in the house yesterday. Washington, Feb. 13. — The senate occupied the day in argument on the bill granting the government the right to take an appeal on points of law in criminal cases. No action was taken on the measure. Senator Nelson gave notice that he would move its consid- eration to-day. ! After the passage of a number of bills under unanimous consent the house yesterday resolved itself into committee of the whole to consider the naval appropriation bill. PRESIDENT CHANGES ORDER.
