The December term of the 15th judicial district court for Itasca county, began at the county court house on*Tuesday morning, Judge M. A. Spooner, presiding, and J. C. Cameron, court reporter. The local bar was very numerously represented, and many outside at- torney’s were also in attendance to furnish’ grist for the legal mill, faciliate the grinding, or clog the wheels as much as in them lay, ac- cordingly as their clients interests required. Several membersof the grand jury were excused, and a_ special venire of ten was issued, After electing C, M. King foreman, the grand jury went to work, the first indictment reported being one for murder in the first degree against Wm Coddington, who killed Henry Kehring, in the Big Fork country last summer. There were 74 civil cases on the docket, but eleven have been dis- missed, settled, or continued, leav- ing 63 still in sight. The term is certain to bea long one, and Judge McClenahan is expected to take a portion of it. Of course local interest is centered in the suit brought by J. G. Robertson, against the village of Grand Rapids, for $2.400.00 claimed by Robertson to be due jhim on the water and lighting plant. The village council claims that it wishes only justice from Mr. Robertson, and is perfectly willing to settle with him as_ soon as he will give the plant a test which will show that it will do the work it is warranted to do, and is such as was called for by the spec- ifications of the contract. Villagé Attorney Price in his answer files a counter suit against Mr. Robert- son for $12.000.00 damages claimed to haye been sustained by the village. An adjourned meeting of the village council of the village of Grand Rapids, met at the fecorder’s office November 23, 1903. at 8:30 p.m., Same being adjourned from November 2, 1903, The following members answered the roll : Trustees Clair, Rassmussea and rand Recorder Gule, President Riddell being absent, On motion Trustee Clair was elected presi- dent pro tem. On motion reading of minutes of Noy. 2. 1903, was disposed with. Bond of Bolin.& Hedquist was presented and same was on motion approved. Hearing of Grant & Halloran and Cal Gill- man praying for lisense to sell intoxilating liquors was next called and as there was no opposition ugainst sames, application was granted and the recorder instructed to issue licenses. Sewerage question was next discussed. and it was on motion decided that council meet at recorders office at two o'clock Nov. 2%, 1903, and in company with engineer, proceed to make inspection of said sewer. On motion the meeting adjourned until 2 o'clock Nov. 24, 1903. J.5.GOLE, Recorder. A meeting of the village council was held At the recorder’s office, same being adjourn- ment from Nov. 23. 1903, Nov. 24.2. p, m., 1903, The following members of the council were resent: 4 | President Riddell, Trustees Clair and Beck- ér and Recorder Gole, and from said office proceeded in company with tha engineer to examine said sewer. After an eXamination lasting about three hours, during which time several tests were made of sewer, the council adjourned to meet at recorders’ office Novem- ber 30, 1903, at 8 p. m. 3 . Electric light conimittee reported that in most cases where difficulty existed same had been adjusted satisfactorily. Next question under discus- sion was the Willard Olin bill and it was found that same was not a proper charge against the village. Relating to Burning of Timber Refuse on Minnesota Reservation. A Washington, D.C., dispatch says that the interior department has telegraphed instructions to its repre- : sentatives at the Leech Lake Indian F reservation in Minnesota to give wide E publicity to the fact that Rule 8, of 3 the regulations governing the sale of © ah the timber there for the benetit of ae the Indians, in se far as it relates to the removal and burning of refuse, will be reasonably construed and lib- erally adininistered by the depart- ment and no funther removals or burnings will be required than are actually necessary to prevent forest fires. Rule 8 provides that ail chunks, knotty sections or other util- ized portions of trees, as well as branches, must be piled and as much as possible piied together to insure clear burning, Many of she agents of lumber com- panies are objecting to this rule and say if the rules are strictly enforced x it would greatly diminish the amount : to be received from the pine. @ The . department, however, is of the opin- ion it is its duty to prevent tops and refuse endangering standing timber but bas issued instructions to the superintendeut of logging at Cass Lake, which, while making the regu- latious flexible, will permit the mat- ; ter tobe controlled by the department 3 aud not by the purchaser of logs. : pa inci MTA i Notice of Application for Liquor Licsnse.
