Regular meeting of the village council of Grand Rapids, Minnesota. held September 14, 1903. at council rooms in Village hall, at 8 , o’clock p. m. The roll call was answered by President Riddell, Trustees Clair and Russmussen and Recorder Gole, Trustee Becker being absent. Minutes of last meeting were on mon, approved as read. Committee on fourth street water mains re- ported that they ‘had not been able to raise sufficidnt funds to warrant buying of pipe. Same was on motion, laid over until next meeting. Next question under discussion was accept- anee of the electric light plant, and President Riddell called on Mr. Robertson, who was present, asking that he make a test of the plant and“make ‘both engines run in. step satisfactorily. Mr. Robertson stated that he was not acquainted with electical machinery and gave the council to understand that he. did not want to make any more tests. where- upon the President called upon the engineer, who reported ‘the condition of the plant un- satisfactory. claiming that both. engines would not run under full load unlessa great deal of trouble withsame. Nothing was done in the matter, and, as Mr. Robertson left the council room at this time, the matter was laid over until some future meeting. Mr. Deitrich. council’ for Hall-& Monks, sewer contractors. appeared before the coun- cil with reference to completion of sewer, stating that Mr. Hall, whom he especially represented, had put in all the money that he had and not being a practical sewer man» did not see how he could finish the contract. and asked council to release or modify said. contract. Mr. Potter was culled upon for ia- formation, and, after discussing the question at some length, it was Jaid on the table until September 15th, at 8 p. m. Gust Anderson appeared before the council. asking that the water main be extended as fur as his saloon building on Third street. Same was on motion, referredto committee on water works and electric light. Messrs. Wilder and Litchke appeared before council. asking to be, allowed to connect sewer pipe to main sewer and carry samé to buildings in order to be able to connect at once when sewer was completed. Same wus on motion, laid over toconfer with contractor for his permission. Several petitions were then presented and were laid over until September 15th. The following resolution with reference to assessment for the coming year wus present- ed, to-wit: Resolved that the following named sums’ be and the same are hereby levied upon the taxable property of the vil- lage of Grand Rapids, Minnesota. for the current year, for the following named pur- poses: $1,330, for the payment of interest on the village of Grand Rapids water works bonds. $1,250, forthe payment of interest on the village of Grand Rapids electric light bonds. $400, for the maintainance of the village of Grand Rapids public library and reading rvons. $1,800, for the payment of lighting the’ stiééts und public hall of said village for the current year. $3,200, be levied and assessed upon the taxa: ble, property in the said village for general, corporation purposes for the current year. ~ Resolved, further, thateach of the above pamounts be collected as other taxes are collected. Communication from Fort Wayne Elec- trical Works with reference to a claim of $11.88. contracted a year or so ago by Mr, Burch, was reterred to village attorney for)’ settlement. Complaint was preferred by Recorder Gole against Marshal Harry for refusing to obey instructions of council, and, Marshal Harry being present, was called upon to give an explanation, which was unsatisfactory, and, on motion, the same was referred to commit- tee on police und license, to report on the | matter September 15th. Statement of Mr. King, with check attached in the amount of $45, was presented, showing thé amount to equal five cents per barrel of lime. cement or plaster used in the building of the High school, same was on motion, re- ferred to ways and means committee. Contract from Great Northern Railway com- pany, requesting the council to attach their signature to a permit and contract for carry- ing sewer under their tracks on Kindred ave nue, same to be accompanied by a fee of ons dollar, was discussed and the village council decided that the the railway company had no jurisdiction over the streets of the village and ordered the recorder to return sume un- signed. SPECIAL MEETING. : Special meeting of the village council of the village of Grand Rapids. same being an adjourned meeting of Septembor 14, 1908, was held in council rooms Septemben.15, 1903, at 8 o'clock p. m. ‘The roll call was answered by .President Riddell, Trustees Clair and Rassmusgen and Recorder Gole. Trustee Becker bein; On motion reading of minutes of last meet- ing was dispensed with. Reports of committees was called for and police committée reported asking for an ex- tension of time in order to investigate the matter against Marshal Harry and report at ‘text meeting; same was granted. Mr. Deitrich appeared before council and spoke at some length with reference to com- pletion of sewer and asked to be released frpm contract, stating that they were willing to lose what money they had already expend- ed in building sewer to present date, or they would also be, willing, in case the council would allow the engineer to give them orders for such extras inthe line of sheating and make estimates more frequent to complete } sewer as per contract. After discussion the council decided that they could not release the contractors but would help them with frequent estimates and reasonable orders from the engineer to complete said sewer. Written. applications were presented by J. P. O'Donnell, praying for a permit to erect a frame addition on west side of building now situated upon 13 and 14, block 17, original townsite; also one from Henry Logan for per- mit to replace a building upon lot 19, block 19, original townsite, in lieu of a building recently taken off the premises; it appearing that the erection of said building would not to any material extent effect the adjoining premises. The following resolution was moved und adopted: Resolved, that permits be and are hereby granted to J. P. O'Donnell and Henry Logan, to erect additions to their buildings, accord- ing to the specifications and plans now on file in the recorder’s office. Recorder Gole sec- onded. the motion and upon a ballot being spread the resolutiow was adopted. Attorney Thwing appeared before council with reference to an order given to Pionesr Press company, for the sum of 92.00, in 1894, and, as. said order was, putlawed it was on motion decided that. the council would pay its face value, without interest, in angw order payable January 1, 1904,. Attorney Thwing asked that he be given: time to. cor- respond with his cliént and see whether they would accept of thut offer or not. " Tle same was granted. ee Attorney Spear again appeared , before council with reference to quarintine bills to one Minnie Kerffield, which matter had been laid over from a previous-meeting. and after discussion the same was not allowed forthe reason that the county had already paid all that they claimed the agreement with the said Minnie Kenfield called for.
