An Ordinance concern- ing theElectric Light System of the Village ofGrand Rapids, Min- nesota, creating the Office of Superinten- dont of Electric Light and Water Works, es- tablishing Rules and F sds pee for the Use of Electric Lights ‘by Consumers and Providing Penalties for the Violation thereof,and Prescrib- ing How Buildings of Consumers Shall Be Wired and Connect- ed. Te Village Council of the Village of Grand Rapids, Minaesota, do or- dain as follows: Sxecv10n 1.—There is hereby creat- ed the office of Superintendent of Electric Light and Waterworks of the Village of Grand Rapids, Minne- sota. Secrion 2.—A Superintendent of Electric Light and Waterworks shall be appointed by the Village Council at the tirst meeting heid after the passage and publication of this Ordi- jiauce, aud annually thereafter at the firstregular meeting of the Village Aouncil after the annual election of each year, whose term of office shall De one year, and until his successor is appoiited and qualified; but if at any Aime such superintendevt proves to be incompetent, dishouest or unsuit- ed to the office he may be removed by said Village Council, and said Village Council shall, upon such removal, pro- ceed to the appointment of a Super- jntendent to till the unexpired term. Such ; Superintendent of Electric and Waterworks shall be a_ practical steain and electrical engineer, who has been aged in the active duties wf his occupation for at least five years. SEcTION 3.--The salary of the Su- perintendent of Electric Light avd Waterworks shail ve fixed by the Vil- Jage Council at or before Lhe begin- uing of lis term of office, which said Salary shall be payable monthly. SECTION 4.—The Superintendent of Electric Light and Waterworks shall Cy Sixth.—A record.in the form of ac” count with each consumer of electric” ity and water, entering in the ac” count, before the last day of each mohth, a full account of the électric light bills then due, and: an. account of the water bitls then due. The Superintendent shall on or before the fifth day of each month file with the Village Recorder a full statement of the accounts of all consumers anda complete report of all new installa- tions and changes in oldinstallations Secrotn 6.--It shall be the duty of said Superintendent to see that Or- dinance No. 20, passed July Ist, 1895, concerning ’the rules, regulations and water rates of the Village Water: works of Grand Rapids, Minnesota, are enforced; und that the rules and regulations of this electrical “ordi- nance, and all the laws, ruies and re- gulations governing or relating to the use of electric light and water by con- eumers that are now in force or may hereafter be enacted by the Village Council are enforced. : becrion 7--Every individual, firm or corporation before entering upon the installation, erection, construction, extension. alteration, connection or change in any electric wiring or water piping in the Village of Grand Rapids, shall file with the Superintendent a plan showing such work and shall ob- taina permit from said Superinten- dent for such proposed work before proceeding therewith. The said Superintendent shall examine such plans and determine waether the work proposed conferms to ihe ordi- pances of the Village relating there- to, and is a safe and proper installa- tion. construction, or alteration. and if so hé shall grant a pe-mit there- for. Application for permission to con- nect electric wires or water mains with any premises for the use of elec- tric light or water shall be. made to the Superintendent in writing by the owner or tenant (if the Jatter, with Uhe written consent of the owner en- dorsed thereon), upon printed blanks provided for that purpose. The ap- plication must state fully and accura- tely all the purposes for which elec- tricity or water is required, the premises where and the extent to which it is to.be used, and should it be des'red at any time to make addi- tional use of electricity’or water, the person so requiring the same must make a new application therefor. It shall be the duty of said Superin- tendent to sign and e all. permits for tapping water mains, services, etc., and tor wiring of buildings. He shall collect all rates and deposit the money so_collected daily with the Village Treasurer, taking a receipt for the same. The Superintendent shall keep a record of all permits issued for the use of electricity and water and take charge of, inspect and examine and exercise a general supervision oyer all installations for electric light and water in the Village of Grand Rapids, Minnesota. Section 8. No person connected with the Electric Light and Water- works department shall do any elec- tric wiring or tap any pipes.or do any work for any consumer in ccnnection with wiring or water service in or on any consumer's premises. No person will be permitted to en- before enteriug upon the performance of his Guties take aud subscribe an oath before the Village Recorder to faithfully aod impartially execute the duties of his office, and shall give to Lhe Village of Grand Rapids, Miune- Soba, a bund in the sum of one thous- aud dollars, with two or more suf- ficient sureties, to be approved by.the Council, conditioned for the faithful performance of the duties of his said office. Section 5.—It shall be the duty of said Superintendent of Electric Light and Waterworks, subject to such re- solutions and ordinances as may from Lime to time be adopted by the Coun- cil, to superintend and wanage the villageelectric light and water works systeuis in all its parts, to oversee and direct: the labor of all persons who inay, be employed in any capacity uhereon, to engage and employ all eu- sineers and workmen required 5 the llage in the operation of the said systems (subject to contirmation by 1he Council of all permanent employ- ees), under such regulations as the Council may from time to time estab- disb as to the number and compensa- Lion of such employees, and the Super- intendent shall have power to dis- aharge apy employee for unfitness or thisconduct. It shall be the duty of said Superin- tendent to keep all records pertaining to the Electric Light and to the Waterworks systems. Such records Shall consist of: First.—A record or inventory of all the property and supplies owned, by the Viliage, included in the Electric Lightand iu the Waterworks systems, Uhe cost of same and the value there- of; the location, size, dimensions, amount, and the extensions, connec- tions and improvements made to the system, and other valuavle informa- ion. Second.—A record of all consumers ot electriclightservice, giving thecon- sSumers’ nanies, location, the size of wiring, fuses, switch, number of Jamps of each size and the watts used per lamp, number and size of meter and transformer, avd the condition of the cousumer's wiring. Third.--A record of all consumers of water, giving their names, location und such other records ‘as are valu- able, the class and amount of service as listed in Waterworks Ordinance No. 20, the condition of the equipment and all other particulars to the full understanding of the subject. Fourth.—A record made daily and mouthly of theoperation of the power plants of the electric light system and separately of the waterworks sys- tem. Fifth.—A record of the earnings and operating expense of the electric light and of the waterworks system in detail, particularly with reference to all receipts and purchases, fuel and labor, which reports shall be ren- |.prescribe after the same have been dered tg the Village Council monthly, gage in wiring or plumbing in the Village of Grand Rapids, either directly or indirectly, except he be licensed. If satistied that the applicant is properly qualitied, the Council may issue a certificate to him on receipt of the payment of an an- nual fee of five dollars, and the exe- cution of a bond. Before receiving the license, the party shall execute and deposit with the Village Recor- der a bond with one orgmore sureties, to be approved by the Village Atior- ney, in the sum of one thousand dol- lars, conditioned that he will save harmless the Village of Grand Rapids of and from all accidents and dam- ages consequent upon or by reason of any opening in any street made by him, or by those in his employment, for the purpose of putting down ser- vice pipe or pipes for theintroduction of water, or consequent upon any im- proper or defective wiring ou tlre prewises of any consumer, orany fail- uce to comply with the requirements of this Ordinance. Every license so issued shall expire by limitation one year from the date uhereof; provided, that it may be sus- pended or revoked at any time by the Council oa satisfactory proof of any willful failure or inexcusable neglect of the licensee to observe the rules and regulatious presvribed by any ordi- nauce or resolution passed. by the Couneil governing the electric light or waterworks systems, or to obeyany reasonable direction by the Superin- tendent uf Electric Light and Waner- works. Section 9. ‘All etectric wiring and apparatus, both insiee and outside of buildings, in the llage of Grand Rapids must comply with the rules and requirements of the National Board of Fire Underwriters, and pass inspection and be-accepted by the Superintendent of Electric Light and Waterworks _before being connected to the Village electric light service. Section 10. All electrical equip- ment or wiring in the Village of Grand Rapids which in the opinion of the Superintendent shall at_ any time become defective so as likely to cause fire, or accidents or endanger persons or property, shall be con- demned by the Superiutendent, and upon such condemnation the person or persons owning or using tbe same | shal! immediately cause the same to be put in safe condition. By average use of current per diy is meant the average use of the regularly used installed capacity. Current for lights in cellars, Closets or attics seldom used, and uveraging less than one hour per day, are not to ke counted us regularly used capacity in determining the hours of average use of vur- rent per day, The maximum demand may be measured by a maximum demand meter. A mirimum montnly rate of 3.10 per 53 watts will be charged whether light is used or:not. Current used for motors will be based on tl above meter rates. The common 16 candle power, 55 watts, 101 volt lamp is adopted as a standard lamp. Flat rates —These shall be based on the above meter raves, and on 55 watts per 16 candle power lamp, or an equivalent for for other watt lamps. All night service. 20 kw. hours, or $1.30 per 16 candle power lamp per month. Dusk to midnight service, 10 kw. hours or $1.00 per 16 car.dle power lanip per month, Dusk to 10 o'clock service. 6 2-3 kw. hours, or $0.80 per I6 candle lamp. per month. Bills are due and must be paid by the 10th day of the month following that in which the current is used and will be considered de- linquen* if not so paid. and the sum of fifty vents shall then be added to the bill as a penalty. The village reserves the right to disconnect its mains from any delinguent premises and will charge one dollar for re- connecting. Section 12. The village will farnish the wiring from mains to the premises. the trans- former, lightning arrester and meter. Consumers must furnish all wiring inside their premises including an approved main cut-out, fuses and service switch. all arc, Nerst and incandescent lamps, and motors used, and the renewals or repairs for same. Section 13. The village of Grand Rapids, Minnesota, shali not be liable under any cir- cumstances for a constant supply of electric- ity and will not be liable for damages for damage for failure to supply electricity to the consumers’ premises. Section 14. No person shall willfully cut, break, disturb. mark, alter. injure, sever, discenzect, plice advertisements on, hitch horses to, tamper or intertere with any electric wire, pole, lamp, transformer, meter, machinery, apparatus. or equipment con- nected with the electric light system owned ply with the foregoing requirements or who shall cut. break, disturb, mark, or alter any machinery or apparatus or equipment con- nected with the electric light ar with the waterworks systems in such manner as to render it inoperative, defective or not in accordance with the provisions of this ordinance or who shall deface, mark or place advertisements, nails or tacks, on any electric light, telephone or_telegraph pole in the village of Grand Rupids, Minnesota, shall be subject upon conviction thereof to a tne of not less than one dollar ($1.00), nor more than one hundred dollars ($100.00), for each offence, or imprisoned for a- period not exzeeding sixty (60) days.
