BOBS IS a The Mississippi Valley Lumber- mun, the acknowledged representa- tive of the lumbering and logging interests of the northwest, appears to be very much exercised over the lum- ber jacks during the past winter. It is true that the boys have been more than usually restless during the past year, but: for what reason the Herald- Review has not been able to deter- mine. But whatever the cause may be, it is true'that much damage has been done to employers and employes alike. The Lumberman has its view of the situation and presents it as follows: “If evidence were lacking that the average woodsman and the average laborer or mechanic will never get above the average,it is fur- nished in the behavior of these men during the era of good times such as we are now passing through. Men whose judgment is reasonably goud in business matters can hardly conceive how, for example, the man in the woods, now able to get better wages than he has ever before earaed in his life and probably better than he will ever again earn, can lightly throw down his ax and take to tramping from camp to camp, wasting his time and his money en route. It is the universal testimony from the white pine woods this season that never has there been among woods laborers such a total disregara for promises and contracts regarding lahor, such utter contempt for good money at hand, and such an upreasonable long- ing to trot around sampling the fare aud wages of camps farther on. This irresponsibility of laborers is one of the large factors that will hasten the reaction from good times to bad. When so large a part of the popula- tion is voluntarily non-productive, the production of material prosperity is reduced largely, and therefore that much prosperity is not to be had. The result is a lack of this much material good and a_correspond- ing step toward harder times. Fur- ther, the irresponsibility of labor makes a wider margin for capital necessary. No man going into the woods with a logging contract will think of ignoring in his contract this, element of uncertainty arising from shifty crews. He must have more money from the lumber- men to cover this risk. ‘The lumber- man must get more money from the consumer to pay for this added cost. If the woods laborer received the benefit of this extra cost of lumber to the consumer, there might be sume corresponding compensation to the human race. But he does not. This added cost represents waste, absolute waste, caused by the woodsman’s ig- norant and arrogant disregard of others’ rights. These is nothing in nature comparable to this behavior except that of the fatting sow that tramps around among her half bushel of fresh corn, biting once at each ear, scattering grain and trampling her subsistence into the earth. The sow in her less excited leisure may return and pick up the trampled kernels. The fatted woodsman in harder times may return to pick up the kernels, but he will not find them. Oppor- tuuities do not lie around long iu the dirt where they have been thrown.” Running of Loose Logs. bors has repurted favorably a bill of much interest to the lumber industry of the northwest, exempting certain navigable streams from the prohibi- tion against running loose logs in such streams. The exemped streams are the St. Croix river, above Still- water; the Namedji and Chippewa rivers, Wis.; the Red Lake river, Min- nesota; the Mississippl river above St. Paul, and the mouth of the Chip- pewa river and Newton slough. For Resorvoirs. A special from Washington says that Representative Fletcher has made an argument before the com- mittee on rivers and harbors advocat- ing an appropriation of $300,000 for the completion of the work on the reservoir.dams on the Upper Mis- sissippi. Mr. Fletcher made a strong argument and it is believed that if the rivers and harbors committee de- cides to make any recommendations, this improvement will be included in the list.
