Mr. Dodge re- fuses to tajk about the suit and the charges contained in the complaint, but if the plaintiff establishes her con- tention and gains her case he will probably feel that unkissed kisses are, as has been intimated by the poets, the most expensive kind. According to one Havana paper, the Cubans will refuse to join with the Americans in celebrating Thanksgiving day, because the island has not yet been turned over to them and because the Philippine Islands have not been turned over to the natives of the archipelago, with instructions to re- fund the $20,000,000 paid by the United States, if possible, but with the as- surance that if this is not practicable it will not matter.
