FI War Controls Hailed As Stabilizer for Futures Markets C. E. A. Chief Cites Absence of Excessive Speculation in 1941 By EDWARD C. STONE. Special wartime controls put into effect in the agriculiural futures markets during 1941 have played an important part in averting ex- cessive speculation and major price | disturbances in agricultural com- | modities, J. M. Mehl, chief of the Commodity Exchange Administra- tion, said today. In his annual report covering the fiscal year—July, 1940-June, 1941— Mr. Mehl says extra work and im- proved controls in the markets for commodities important to the de- fense effort, together with increased margins on speculative transactions, helped to cushion the shock of war- time impacts and keep price ranges relatively moderate. As an additional defense measure the customary checks on the posi- tions of large traders were extended to include a detailed examination of the positions of all traders in com: modities, such as cottonseed oil and | soybeans, which were threatened by scarcity conditions and the influx of irresponsible speculators and dis- | orderly market conditions. NEW YORK, Jan. 17—"Blue chips” again were the principal cas- ualties today in another stock mar- | ket retreat. While selling never was particu- larly urgent, there was enough to | put many leaders down fractions and a few hizh-priced bellwethers as much as 3 or so. Trends steadied a bit before the close and a smat- tering of modest plus signs ap- peared at the last. It was one of the slowest two- hour jaunts since last October, transfers approximating 250,000 shares. The news from the Far East was none too opt ic marketwise, with the Japanese claiming further successes in their advance on Sincapore and the latter admitting further heavy bombing raids by the invaders. Fears of further adverse develop- ments over the week end, brokers said, inspired the lightening of com- | mitments in many cases and re- strained bidders who felt the lengthy decline may have gone too far. Outstanding advances of the 12 Federal Home Loan Banks to mem- | ber loan associations increased dur- ing December by $32.362,113 to an | aggregate of $219,446,048 at the end | of the year, the record total of re- | ;washingtoTroduce serve credit in use by these institu- tions at any time since the system was established in 1932. The December 31 figure of out- standing advances was a record for six of the 12 banks—Boston, New York, Pittsburgh, Chicago, Portland and Los Angeles. For the Winston- Salem and Des Moines banks these 1941 totals were exceeded only at the end of 1940. The Federal Home Loan Bank of Chicago had the greatest total of advances on December 31—$35,250,- 582. CHICAGO, Jan. 17.—Grain mar- ket weakness and minor price de- | clines today reflected trade con- | fusion over developments affecting price-control legislation and the Government’s program for disposal of surplus stocks of wheat and corn. Fractional losses were posted on lative handican and there was not a great deal of outstanding business | | cheer in evidence. Among stocks, Du Pont hit another new 1941-42 low with a | drop of more than 2 points at the worst. It cut this loss in the final hour. Eastman Kodak, on a minor turnover, was off 3 at one time. Dow Chemical and Union Carbide were better than a point on the offside during most of the proceedings. Laggards included United States Steel, Chrysler, General Motors, American Telephone, Boeing, Texas Co., Montgomery Ward, United | States Rubber, Anaconda and Oliver Farm. Reports that the Commodity Credit Corp. is offering its wheat on a flat basis at minimums in effect the rest of the month, rather than on a relationship with the market, caused some traders to comment that this should check price fluctua- tions. The C. C. C. has disposed of substantial quantities, estimated at possibly 25000.000 bushels since the selling program was inaugurated in | December, leaving less than 150,000,- | 000 bushels under its control. Likelihood of some of this wheat going into feed had a bearish effect on corn and oats, but this was offset by prospects that an even larger quantity of corn may be diverted to the manufacture of alcohol. Weak- ness of soybeans was attributed to the Government program to stimu- late production, whereas it has of- fered to buy beans on the farm at prices substantially below present market quotations.
