ONCOMPANYUNION . Steel Workers’ Delegates Organize Council for Drive in East. By the Assoclated Press. PITTSBURGH, December 21.—A new organization of steel workers— the Committee for Industrial Organi- zation’s Representatives Council— sounded the rallying cry “The com- pany union must be put out of busi- ness” in the mills of the East today. Cheering and whistling, 244 men, claiming to represent 290,000 work- men in 42 mills east of Cleveland, organized the new group and de- clared: “The company union is a farce, & sham, an insult to the intelligence of steel workers and a Rip Van Winkle form of collective bargaining where the company union representatives try to bargain and the management actually does the collecting.” Pledge Full Support to Prive. All delegates to the organization meeting ideniified themselves as em- ploye representatives and pledged full support to the drive to enlist the Na- tion’s 500,000 steel workers in one big union—the Amalgamated Association of Iron, Steel and Tin Workers. They heard Phillip Murray, chair- man of the Committee for Industrial Organization, sound the keynote of their meeting—attacking company unions—and declare that “almost 128,000 steel plant employes have Joined the union.” Murray added that over 50 per cent of the 3,000 company repre- sentatives in the Nation’s mills “not only are members of the union, but are oo~cpenmng in the unionization g, & & on Delegates to the meeting yesterday also laid the framework for a national | convention of steel men in Pittsburgh next Spring “to formulate a wage policy and make demands upon the steel industry for recognition of the Amalgamated.” They called for $5-a-day minimum wage for all labor, and $1.25-a-day increase for employes receiving more than $5; a 30-hour, 5-day week; paid vacations after two years’ service; time-and-a-half for overtime and double-time for Sunday and holiday work. UNION WANTS TO NEGOTIATE. Auto Workers' Heads Reiterate Will- ingness to Talk. DETROIT, December 21 (#).—The United Automobile Workers of Amer- ica today reiterated its willingness to negotiate differences with the Kel- sey-Hayes Co., which resulted in a “sit-down” strike at its two Detroit Pplants. Richard T. Frankensteen, union organizer, and Walter Reuther, pres- ident of the West Side local, said they expected a prompt reply from the management, which has declined heretofore to meet with union rep- resentatives as long as the idle work- ers remained in the plants. Reuther said he sent the following message to George Kennedy, presi- dent of Kelsey-Hayes: “A refusal on your part to negoti- ate reasonable demands has created s situation affecting thousands of workers. We were willing and still are willing to negotiate. Your refusal to negotiate throws the whole re- sponsibility for the idleness of thou- sands of automobile workers entirely upon you.” The Kelsey Wheel Co. Canadian affiliate which has a plant at Wind- sor, Ontario, operated on a skeleton basis. The unicn said 140 of its 175 employes failed to return after a brief strike there. The Detroit and Wind- sor plants manufacture automobile wheels.
