J0BS GO T0 THOSE “ON RELIEF NOV. 1 All on Dole Only After That Time Are Barred by Hopkins Order. By the Assoclated Press. Works progress administrators in all States were under orders from Harry L. Hopkins today to bar from work- relief jobs all persons not on the dole as of November 1, the original dead- line for liquidating direct relief. The order, sent by Hopkins in a new | move to tighten Federal aid require- ments, read: “You are hereby in- structed to accept no person’s employ- ment under the works program who was not on the relief rolls prior to November 1, 1935.” Hopkins said, however, that despite this action 10 per cent non-relief la- bor could be employed on any project and more in specific cases. The $330,- 000,000 public works non-Federal pro- gram and the $100.000.000 low-cost housing program have been e\empted‘ entirely from the relief labor require- ment because of a shortage of skmed { construction workmen on relief. Increase in Needy Expected. With nine States already cut off | direct relief. Hopkins was said in some | quarters to fear State and community | relief organizations would attempt to make unemployables eligible for jobs. With Winter's approach, the relief population, which has declined from a high of about 21,000,000 to about 16, 000,000, is expected to start rising again. Hopkins' order followed an earlier | move to prevent a rush to relief rolls | to obtain work relief eligibility. He| previously had said that only those on Telief May 1 could qualify for work relief jobs. That ruling subsequently was ‘modified, but preference was| given the May 1 group. Some quar- ters foresaw a possibility that the new rule also would be modified for the benefit of those clearly able to work but in need of assistance. Goal Is Jobs for 3,500,000 Under W. P. By the Associated Press. BALTIMORE, November 7.—Gov. Harry W. Nice of Maryland today awaited a response to his summons for an immediate convening of all State Governors to plan concerted action on the national relief problem. Gov. Nice wired Gov. Herbert Leh- man of New York asking that the latter call such a conference. The discontinuance of Federal direct re- lef, the Marylander said, may involve the States in a “most serious if not disastrous situation.” Maryland already has been cut from the relief list, effective December 1. “I urge upon you, as the Governor of the largest State in the country, to immediately convene the Governors of all States at some centrally lo- New Fall and cated point for the purpose of dis- cussing what I fear will prove to be a most serious if not disastrous situation if the Federal Government carries out its announced program,” the telegram said. “I regard this,” the wire continued, “as one of the most vitally important and serious matters facing the Amer- ican people today, and I, therefore, re- iterate my request to you to take im- mediate actipn.” At Albany, N. Y, it was ssid Gov. Lehman was in Washington for a con- ference with relief authorities. Gov. Nice asserted his suggestion was inspired neither by “critical” nor “political” ‘motives. “Rather,” he said, “I am merely visualizing the problem which all Governors, whether Democratic or Republican, are going to have to face, and I believe that we should try to deal with it collectively rather than individually.” Artists Head School Roll.
