By the Associated Press. NEW YORK, April 17.—Col ‘Theo- dore Roosevelt, jr., declared last night that after three years of the Democratic national administration all “we have to show for their schemes is the great- est debt the country ever had, shat- tered confidence and a Federal Gov- ernment water -logged with ward politicians.” Addressing the National Republican Club, of which he is president, Roose- velt listed what he considered the ad- ministration’s failures and charged that the “responsibility for all rests where all the power lies, namely, on the head of the administration, Presi- dent Franklin Roosevelt.” He asserted that -his party believes in the Republican form of govern- ment lald down by the Constitution HERE’'S OUR ANSWER TO YOU MEN Who Asked For “DOUBL-VALU” This Easter! BILL WOULD BARE LOBBY AGTIVITIES Judiciary Group of Senate 0. K.’s Measure for Monthly Report. By the Associated Press. If Congress acts favorably on the few lobby bill approved yesterday by the Senate Judiciary Subcommittee, in Washington hereafter will have to make public monthly state- ments of all their activities and ex- penditures. ‘The provision was added to the bill at the suggestion of Senator Neely, Democrat, of West Virginia, who asked that the reports be published in the Congressional Record. Senator Black, Democnt ol Ah- bama, author of the bill the registration of )obwllu ma \‘.he subcommittee secret lobbying in Wash- ington had cost the Government “hundreds of millions of dollars.” Black said evidence brought out at various Senate hearings, especially those on ocean and air mail contracts, convinced him many contracts had been given out by the Government at exorbitant costs because of the pres- sure brought by lobbyists. “One gentleman testified that his expenses in 1928 were $230,000 in addi- tion to $100,000 salary,” Black said. “That was about $1,000 a day expenses for the time he was in Washington. He entertained Government officials and gave poker games at which he sometimes lost, but he kept no rec- ords.” He charged tht such intimacy had existed between Government officials and representatives of firms seeking contracts or other benefits that the officials in some cases had prepared the arguments which were to be sub- mitted to themselves. Black named the International Mer- cantile Marine, the Black Diamond Steamship Co., the Export Steamship Co., United Air Lines and Transcon- tinental Air Transport as among firms ‘| which had received contracts or other benefits from the Government and which had later been revealed as having spent large sums in lobbying.
