' FARMERS' PAYMENT RULING DUE SOON Cabinet Board to Decide Tuesday if Crop Checks Go on Debt to U. S. By the Associated Press: President Roosevelt’s cabinet ad- visory board will seek a solution on ‘Tuesday for the newest problem facing farm administrators in carrying out their extensive plans for curtailing pro- duction of farm crops. It was decided yesterday that the board will be asked to determine whether administrators will be required to withhold amounts owed to the Gov- ernment by farmers who are scheduled for benefit payments in consideration for agreements to cut their output. The board will be given an opinion prepared b{x Attorney General Cum- mings at the request of Secretary of | Agriculture Wallace. Already this has been referred to President Roosevelt, on whose behalf the question has been turned over to the rd for determi- nation. Payment Held Essential. Farm administrators regard as essen- tial to the success of their program a waiver of the Government's claims for the time being. Protests against the delays in for- warding cotton payments already have been received, with farmers in some areas asserting that they were assured by campaign committees that they would be paid cash without offsets. and that othefwise they would have refused to take areas of their growing crop out | of production. Attorneys said the main bar to a full waiver is a law enacted in 1875.
