CBSONMAYBEL.S ENVOY 70 BRI Arms Expert Is Reported Slated for Transfer From Brussels Post. Hugh S. Gibson, United States Am- basador to Belgium will be transferred 1n the same capacity to Rio de Janeiro, | it was reported today. Since 1927 -Ambasador QGibson has been the jack of all trades of the State Department. While officially he represented America at the court of King Albert of Belgium, in fact he covered most of the important assignments during these last years, at all the conferences which were held either at Geneva, or in London. He was America's disarmament ex- pert in Europe. Whether the conferences were held at Geneva or anywhere else | the American delegation was yever| complete without Gibson. He won his spurs as an able negotiator at the Geneva Naval Disarmament Conference | in 1927. After that he fepresented the United States at all the Geneva meet- ings whether this country was repre- sented officially or unofficially. Every- time Ambassador Dawes, who conducted those preliminaries without the help of any naval_experts. got entangled be- cause MacDonald had to take the ad- vice of his admiralty, Gibson was sent to help the Ambassador to the Court ©of St. James. The presence of Gibson as ambassa- | dor at large, for that is really what he | was during the Hoover administration, | is no longer needed, because President | Roosevelt has sent Norman H. Davis to | Europe in that capacity, and with fuller | wers than Gibson ever Some of is friends were seriously concerned that on account of his having been so close to the previous administrations, he may not be employed in a diplomatic capacity by the Democrats. But Presi- dent Roosevelt, who wants to use all the talents he can find at hand, even though the man may have different litical views, has given him the am- E:ssadursmp in Brazil, one of the most important diplomatic positions in South America. A ples for more public emphasis on qQuality of medical care, rather than its cost, was made last night by Dr. Dean 'wis, profeasor of surgery at the Johns lopkins Medical School and president- the American Medical Assocla- tion, in an address at the closing session of the District Medical Society’s two- day aclentific meeting. . The family physician, he said, is the foun- dation all forms of medical service and the best guide for the public. Referring to the report of the Com- mittee on Cost of Medical Care, which recommended group practice and lower fees, Dr. Lewis declared that “the less we talk about the report the less we will hear of it. The report need not be given more public attention by talking about it.” Enjoys Cellecting Fees. “Any doctor will admit that occasion- ally excessive fees are charged,” he continued, “but on the whole I think they ape reasonable. I have no trouble collecting fees. In fact, I rather enjoy it—so many interesting things about human nature can be learned. “Gangsters are the pleasantest people to collect fees from.
