CAN BUY NOTES UNDER SENATE BILL Bulkley Measure Authorizes Pur- chase of Debentures Instead of Preferred Stock. By the Associated Press. The Senate has passed the Bulkley bill to allow the Reconstruction Finance Corporation to purchase notes and debentures of State banks in States where preferred stock must carry double liability. It still requires House action ‘The bill, sponsored by Senator Bulk- ley, Democrat, of Ohio, is designed to supplement the emergency bank bill passed by Congress last week. Under that bill banks were authorized to is- sue prefered stock in reorganising with- out being subject to double liability. Some States, however, including Ohio, Tequire that all stock must bear double liability, and the bill approved last night will permit issuance of notes and debentures instead. STATE EDUCATIONAL PROGRESS VARIABLE Federal Bulletin Reveals Lack of Common Standard for In- stitutions. Wide variations that exist among States in the systems of higher edu- cation established, in the methods of control of both publicly and privately supported institutions and in the extent to which higher education has been de- veloped, are disclosed in a bulletin made public by the Federal Office of Edu- cation. The study reveals there is no com- mon stancard of higher education in | the various States. In fact, the bulle- tin shows not only & wide variance in the extent to which higher education is regarded as a function to be sup- ported and controlled by the public, but also a vast difference in the per- centage of young people in each State who carry their education to the col- lege level, as well as a difference in the appeel of the various institutions to potential college students. The report, compiled by Fred J. Kelly, chief, and John H. McNeely, research assistant, civision of colleges and professional schools, also developed the singular fact that of all the States the 15 with the largest number of college students per 1,000 inhabitants between 18 and 21 are located west of the Mississippi River, with the excep- tion of New York. Moving members of the old Capone gang to different prisons, the Justice Department now has arranged so that no two convicts from this organization are in any one penitentiary. Jack Gusik, one of the lieutenants of Al Capone, has been sent to the North- eastern Penitentiary at Lewisburg, Pa. along with 24 other prisoners from Indiana, Illinois and Ohio, who have been at’ Leavenworth.
